Der neue Ölrausch - Kater garantiert
Seit vergangenem Jahr wird über die Medien verbreitet, dass die Welt vor einer Öl- und Gasschwemme stehe, die Versorgungsprobleme weit in die Zukunft verschiebe. Begründet werden diese Berichte vor allem mit den Aussagen des aktuellen World Energy Outlook der Internationalen Energieagentur vom November 2012.
Neue Fördermethoden würden die Erschließung unkonventioneller Öl- und Gasvorkommen ermöglichen, die USA würden schon bald von Energieimporten unabhängig. Auch Europa könne davon profitieren. Zudem werde Energie dadurch billig werden. Wer sich diesem Trend verschließe, der müsse die Verantwortung dafür tragen, wenn die Industrie in Staaten mit billiger Energieversorgung abwandere.
Nimmt der Energieverbrauch ab?
Diese verkürzte und in Teilen falsche Interpretation des World Energy Outlook sorgte für eine große Verunsicherung. In den Medien wurde jedoch kaum wahrgenommen – und das ist die eigentliche Botschaft –, dass der fossile Energieverbrauch in den USA und anderen Industriestaaten in den kommenden Jahrzehnten drastisch zurückgehen werde. Und das bedeutet eine Verabschiedung vom energieintensiven „American way of life“. Dies jedoch so explizit zu benennen, getraut sich heute niemand.
Und so können wir die übertriebene Fixierung auf eine künftig zu erwartende Öl- und Gasschwemme vor allem als Indikator für heute bereits sehr große Probleme identifizieren.
Eigentlich ist es banal, seit langem erkennbar, fast nicht mehr zu leugnen, und im Grunde eine gute Nachricht: Die fossilen Energieträger sind soweit aufgebraucht, dass sie nicht mehr Grundlage künftigen Wirtschaftswachstums sein können. Und das ist der eigentliche Punkt, vor dem Politik, Industrie und auch die Öffentlichkeit die Augen verschließen – es ist an der Zeit, unseren Lebensstil und unsere wirtschaftlichen Strukturen den neuen Verhältnissen anzupassen. Erst dann werden wir eine Chance haben, die gegenwärtigen und absehbar zu erwartenden Krisen zu überwinden.

Die DGS hat einen neuen Präsidenten
Am vergangenen Wochenende fand in Weimar die jährliche Delegiertenversammlung der Deutschen Gesellschaft für Sonnenenergie (DGS) statt. Mit rund 35 Teilnehmern sind dabei die Vertreter der regionalen Gliederungen (Landesverbände und Sektionen) sowie der Fachausschüsse und des DGS-Bundespräsidiums vertreten. Der Landesverband Thüringen der DGS war Gastgeber der diesjährigen Veranstaltung.
An zwei Tagen diskutierten die Delegierten über die Entwicklung des Vereins, beschlossen den Haushalt 2013, tauschten sich fachlich auf Workshops zu Themen, wie Bildungsarbeit, Guerilla PV und EEG aus und wählten ein neues Präsidium. Personell hat sich im Präsidium nichts verändert. Der Vorstand besteht weiterhin aus Matthias Hüttmann (Landesverband Franken), Bernd Reiner Kasper (Landesverband Berlin Brandenburg), Jörg Sutter (Sektion Karlsruhe-Nordbaden), Antje Klauß-Vorreiter (Landesverband Thüringen) und Bernhard Weyres-Borchert (Landesverband Hamburg/Schleswig-Holstein).
Nach vier Jahren Präsidentschaft wurde das Amt des Präsidiumsvorsitzenden von Jörg Sutter nun an Bernhard Weyres-Borchert weitergegeben. Das fünfköpfige Präsidium bildet die dezentral aufgestellte Verbandsstruktur der DGS ideal ab.
Interessante Impulse für die DGS Arbeit bekamen die Delegierten durch den Vortrag von Prof. Timo Leukefeld zum Thema bzw. zur Sinnhaftigkeit des "Heizens mit Strom". Unser Dank gilt der Fa. maxx-solar & energie GmbH & Co.KG für die finanzielle Unterstützung der Delegiertenversammlung.

DGS unterstützt "Energie in Bürgerhand"
Die Marktführer der Energiewende müssen sichtbar werden!
Die meisten der mit über 1,2 Millionen PV-Analgen und über 1,5 Millionen Solarheizungen in Deutschland wurden von Bürgern erreichtet. Sie sind stehen für die Bürger-Energiewende. Denn es sind die Bürgerinnen und Bürger, die seit Jahren vor Ort den Umbau der Energieversorgung voranbringen. In der politischen Debatte kommt dieser Fakt noch viel zu kurz. Stattdessen bringen sich die Großkonzerne in Stellung, um die Energiewende auszubremsen und nach ihren Interessen zu gestalten. Für eine weiterhin dynamische und akzeptierte Energiewende in Bürgerhand gilt es sich einzubringen!
Die Initiative hat zum Ziel, die Energiebürger im Jahr der Bundestagswahl sichtbar zu machen. Die gewachsene Relevanz der Bürgerenergieprojekte soll im Energiemarkt auch politisch deutlich werden. Veranstaltungstipp: CEB 2014 im März in Stuttgart
CEB 2014 verbindet Bereiche Bauen und Energieeffizienz noch stärker als zuvor: Energieeffiziente Gebäude, Regenerative Energieerzeugungen und Technische Gebäudeausrüstung - dies sind die drei Themensäulen der CEB. SONNENENERGIE 3/2013: Salto Fiskale Photovoltaik
Verwirrung in der Finanzverwaltung über die steuerliche Behandlung neuer PV-Anlagen nach der letzten EEG-Novelle: Schon mehrmals berichtete die SONNENENERGIE über die steuerliche Behandlung von Photovoltaikanlagen. Zuletzt wurde in dieser Reihe (Ausgabe 5/2011) die fiskalische Betrachtung des privaten Eigenverbrauchs von Solarstrom, der damals noch im EEG gefördert wurde, behandelt. Derzeit fehlt eine klare Vorgabe der Finanzverwaltung für den Eigenverbrauch aus neuen Photovoltaikanlagen.
Direkt verbrauchter und nicht ins Netz eingespeister Solarstrom aus Anlagen bis zu einer bestimmten Größe, die zwischen Anfang 2009 und März 2012 errichtet wurden, bekommt eine EEG-Vergütung als Anreiz für den Eigenverbrauch. Da Photovoltaikanlagen aufgrund der Netzeinspeisung prinzipiell gewerblich betrieben werden, musste die Finanzverwaltung eine Regelung finden, wie der privat verbrauchte Solarstrom steuerlich zu berücksichtigen war. Diese Regelung wurde bereits mit einem Rundschreiben des Bundesfinanzministeriums im April 2009 beschrieben und in einem Merkblatt des Bundesverbandes Solarwirtschaft anschaulich erläutert.
Mit der zum April 2012 in Kraft getretenen EEG-Novelle änderte sich die Grundlage der damals veröffentlichten steuerlichen Handhabung, denn die Eigenverbrauchsvergütung gibt es für neue Anlagen nicht mehr. Seither diskutieren Betreiber und Steuerfachleute, wie der private Eigenverbrauch von Solarstrom steuerlich zu behandeln ist.
