Solares aus dem Ländle
Ein Veranstaltungsbesuch von Jörg Sutter
Heute soll das Thema ein kurzer Rückblick auf den Solarbranchentag am 20.10. in Stuttgart sein. Der Solarbranchentag fand in diesem Jahr zum neunten Mal statt und wurde wieder als Präsenzveranstaltung in einer kirchlichen Veranstaltungsstätte im Zentrum der Baden-Württembergischen Landeshauptstadt durchgeführt. Veranstalter war das Solar Cluster Baden-Württemberg (bei dem die DGS auch Mitglied ist) mit Kooperation der Plattform Erneuerbare Energien (PEE).
Unter der Moderation von Tina Barroso (Conexio) begann die Veranstaltung mit den wie immer markigen Einführungsworten von Ralf Hofmann, dem früheren Kaco-Geschäftsführer und aktuellem Vorstand des Solar Clusters. Der Wechselrichter Kaco mit Sitz in Neckarsulm wurde 2019 von Siemens übernommen. Hofmann mahnte vor allem mit Blick auf die derzeitigen geopolitischen Probleme an, dass Deutschland und Europa dringend eine Industriestrategie für Solartechnik brauchen, vor allem um auch die Abhängigkeiten von China im Bereich von Solarzellen, aber auch anderen Produkten und Rohstoffen, zu reduzieren. Hofmann wies auch auf die im neuen EEG geforderten massive Steigerung der Zubauzahlen für PV hin und mahnte neue Offensiven für Material und Fachkräfte genauso an wie Anstrengungen, um die technologische Spitzenleistung bei Forschung und Entwicklung erhalten zu können.
PV-Ausbau in BW
Den bislang erfolgreichen Ausbau der Photovoltaik im Südwesten hat anschließend Umweltministerin Thekla Welker vorgestellt. Nachdem in den Jahren 2020 und 2021 je 620 MWp zugebaut wurden, waren es in diesem Jahr bis August schon 490 MWp, es dürfte also ein neues Rekordjahr bis zum Jahresende werden. Trotzdem will (und muss) „the Länd“ noch deutlich zulegen. Nach Aussage von Ministerin Welker soll in BW das Verhältnis leicht verschoben sein gegenüber der Bundesplanung: Während bundesweit über das EEG rund ein Halbe/Halbe-Verhältnis zwischen Dachanlagen und Freiflächen-PV erreicht werden soll, wird im Südwesten eine Quote von 1/3 (Freifläche) zu 2/3 (Dach) angestrebt. Bei den Maßnahmen der vergangenen Monate wurde dann neben der PV-Pflicht auch die Freiflächenöffnungsverordnung erwähnt, die nun bis zu 500 MW Freiflächen in benachteiligten Gebieten ermöglicht, jedoch bislang nicht stark nachgefragt wird.
Carsten Körnig vom BSW gab in seinem Statement einen Ausblick auf die Möglichkeiten, die Bund und Ländern haben, um den Ausbau weiter zu beschleunigen.
Was tut die Branche?
Das war die Fragestellung des zweiten Vortragsblockes, in dem sowohl die urbane Energiewende, aber auch ausführlich neue technische Möglichkeiten wie Agri- und Floating-PV vorgestellt wurden. Bei der Kombination von landwirtschaftlicher Nutzung mit PV (Agri-PV) wurden im südwestlichen Bundesland schon in diesem Jahr einige konkrete Projekte angestoßen und mit einer Landesförderung versehen. Auch eine erste schwimmende Solarstromanlage wurde bereits im vergangenen Jahr im Rheintal in Betrieb genommen, in einem Vortrag der Veranstaltung kam dann auch das zukünftig nutzbare Ausbaupotential dieser Technik zur Sprache, das vom Vortragenden mit rund 4,9 GW als technisches Potential (für Baden-Württemberg) abgeschätzt wurde.
Solarpflicht kein Thema
Überraschend schon im Vorfeld bei der Durchsicht des Programmes des Branchentages: Die Solarpflicht wurde im Vortragsprogramm nicht ausführlich adressiert. Und dass, obwohl hier Baden-Württemberg hier Vorreiter ist und gemeinsam mit NRW eine Solarpflicht nicht nur beschlossen, sondern bereits seit 01.01.2022 in der Anwendung hat. Da hätten wir uns schon aktuelle Informationen gewünscht, wie diese neue Pflicht in der Umsetzung angewendet wird und ob das im Zusammenspiel von Bauwilligen und Behörden reibungsfrei funktioniert. Franz Pöter vom Solar Cluster bremste auch bei der Idee einer weiteren Verschärfung der Solarpflicht, die ab 01.01.2023 auch für grundlegende Dachsanierungen gilt. „Die Diskussion müssen wir aktuell und in den nächsten fünf Jahren nicht führen, wenn sich an der Auftragslage nicht gravierend etwas ändern sollte“, so Pöter.
Blumenstrauß der Lösungen
Im dritten Themenblock wurde dann deutlich, welche verschiedenen Möglichkeiten für den PV-Ausbau denkbar sind und wo beschleunigt werden kann: Neben der Gebäudeintegration wurden in weiteren Vorträgen auch die Beschleunigung von Netzanschlüssen und das Thema Mieterstrom thematisiert. Die Veranstaltung wurde dann mit ausführlichem Networking abgeschlossen.
DGS mit Stand vertreten
Michael Vogtmann hat (auch schon traditionell) beim Solarbranchentag einen Stand des Landesverbandes Franken mitgebracht und auf die DGS-Angebote von SONNENENERGIE bis zur Software pv@now aufmerksam gemacht. Das ist sinnvoll, denn das Publikum beim Solarbranchentag ist breit gestreut, es ist nicht nur die „reine“ PV-Branche dabei, sondern das Spektrum reicht von Stadtwerken über Beratungsgesellschaften bis zu Forschungseinrichtungen. Gerne wieder im nächsten Jahr!
