Leitprojekte für Wasserstoffstrategie ausgewählt

Im Februar werden drei Leitprojekte zur Entwicklung von Grünem Wasserstoff die Arbeit aufnehmen, wie Bundesforschungsministerin Anja Karliczek diese Woche bekannt gegeben hat. Mit diesen Fördervorhaben soll die Wasserstoffstrategie der Bundesregierung umgesetzt werden, die unter anderem den Aufbau von einem Erzeugungspotential in Deutschland in Höhe von fünf Gigawatt bis zum Jahr 2030 vorsieht.
Vergangenes Jahr hatte das Bundesministerium für Bildung und Forschung (BMBF) einen Ideenwettbewerb „für Großprojekte zur Produktion, Nutzung und Systemintegration von Grünem Wasserstoff – sowie zur Grundlagenforschung“ ausgerufen, unter dem Titel: „Wasserstoffrepublik Deutschland“. Der Begriff „Grüner Wasserstoff“ bezieht sich auf die Herstellung von Wasserstoff durch Elektrolyse und der Nutzung von Strom der ausschließlich aus Erneuerbaren Energien stammt.
Nach Angaben von Stefan Kaufmann, Bundestagsabgeordneter und Innovationsbeauftragter „Grüner Wasserstoff“, wurden mehr als 30 Ideenskizzen eingereicht. Eine externe Gutachterkommission hat die Unterlagen überprüft und drei Projekte zur Förderung vorgeschlagen. Nach Ansicht von Kaufmann kann Deutschland „zum Antreiber und zum Ausstatter einer globalen grünen Wasserstoffwirtschaft werden“. Die ausgewählten Projekte bündeln seiner Meinung nach „die wissenschaftliche Exzellenz des Innovationslands Deutschland in Wissenschaft und Wirtschaft bei grünem Wasserstoff“. Die Förderprojekte sind H2Giga, zur Serienherstellung von Elektrolyseuren, H2Mare, zur Erforschung der Produktion von Grünem Wasserstoff auf hoher See, und TransHyDE, zur Entwicklung von Transportmöglichkeiten für Wasserstoff. Die Projekte werden in Konsortien durchgeführt.
Wie Bundesministerin Karliczek sagte, werden die Projekte „bis 2025 mit 700 Millionen Euro aus dem Konjunkturpaket gefördert“. Bei den Leitprojekten findet eine Zusammenarbeit „im vorwettbewerblichen Bereich" statt, insgesamt sind „über 230 Partner aus Wissenschaft und Wirtschaft aus allen 16 Bundesländern“ beteiligt, so Karliczek. Sie sagt, „Wasserstoff ist das Erdöl von morgen“ (Minute 0:43).
Das Ziel von H2Giga ist eine Serienherstellung von Elektrolyseuren, da diese bisher größtenteils in Handarbeit gebaut werden. In Zukunft sollen Prozessschritte teilautomatisiert ablaufen. Das Förderprojekt beschäftigt sich konkret mit den Wasser-Elektrolyseuren: PEM-Elektrolyse (PEM steht für protonenleitende Membran), alkalische Elektrolyse (AEL) und Hochtemperatur-Elektrolyse (HTEL). Außerdem soll die Elektrolyse mit anionenleitender Membran (AEM) weiterentwickelt werden. Mittels H2Mare sollen Möglichkeiten erforscht werden, um Wasserstoff auf hoher See mit Windenergie zu produzieren und Power-to-X-Produkte zu testen. Da keine Anbindung an ein Stromnetz vorliegt, wird eine Reduzierung von Infrastrukturkosten erwartet. Wie Siemens Energy und Siemens Gamesa Renewable Energy in einer Pressemitteilung bekanntgegeben haben, soll bei dem Vorhaben ein Elektrolysesystem in den Betrieb der Offshore-Windturbine SG14-222 DD integriert werden.
TransHyDE widmet sich der Entwicklung von Transportmöglichkeiten für Wasserstoff. Dabei die verschiedenen Technologien bewertet und demonstriert werden: Wasserstofftransport in Hochdruckbehältern, Wasserstoff-Flüssig-Transport, Wasserstoff-Transport in bestehenden und neuen Gasleitungen und Transport von in Ammoniak oder dem Trägermedium LOHC gebundenem Wasserstoff.
Branchenbeobachter haben bereits mehrmals darauf hingewiesen, dass die Wasserstoffstrategie dazu dienen kann, als „Übergangstechnologie“ deklariert, klimaschädliche Wasserstoffproduktion aus Erdgas aufzubauen (die DGS-News berichteten). Fakt ist, dass der aktuelle Anteil der Erneuerbaren Energien in Deutschland nicht zur Produktion von grünem Wasserstoff reicht. Wie der vom Bundesministerium für Wirtschaft und Energie (BMWi) veröffentlichten Wasserstoffstrategie zu entnehmen ist, sieht die Bundesregierung „bis 2030 einen Wasserstoffbedarf von ca. 90 bis 110 TWh“. Der, zur Deckung eines Teils dieses Bedarfs geplante, Aufbau von fünf Gigawatt an Erzeugungspotential in Deutschland „entspricht einer benötigten erneuerbaren Strommenge von bis zu 20 TWh“. Nach Angaben des BMBF ist der Energiebedarf in Deutschland „höher als die Energiemenge, die Deutschland selbst produzieren kann“. Dabei beruft es sich auf eine Prognose des Max-Planck-Instituts für Chemische Energiekonversion, die einen Importbedarf von „rund 45 Millionen Tonnen Wasserstoff“ bis 2050 benennt, und plant „strategische Partnerschaften mit West- und Südafrika“.
Zurück zur Energiewende in Deutschland: Im vor wenigen Wochen verabschiedeten EEG 2021 wurde noch nicht definiert, was grüner Wasserstoff ganz konkret ist – die entsprechenden Rechtsverordnungen sollen „spätestens bis zum 30. Juni 2021 erlassen“ werden. Dennoch steht für Strom, der zur Herstellung von grünem Wasserstoff eingesetzt wird, schon fest: der „Anspruch auf Zahlung der EEG-Umlage verringert sich auf null“ (s. Bundesgesetzblatt Nr. 65 vom 28.12.2020, Seite 3.168).
