Die haben den Schuss noch immer nicht gehört
„Der Klimaschutz sei wichtig, andere Ziele dürften ihm aber nicht untergeordnet werden“, verkündeten die Regierungschefs von Brandenburg, Sachsen und Sachsen-Anhalt in einer aktuellen Presseerklärung. Diese strategische Einordnung gaben sie anlässlich eines Besuches in Brüssel von sich, bei dem sie „für mehr Unterstützung bei Ausstieg aus der Braunkohle bis 2038“ warben. Ihre Bundesländer „leisteten durch den freiwilligen Ausstieg aus der Kohleverstromung einen wichtigen Beitrag für Deutschland und Europa“, sagte Sachsens Ministerpräsident Michael Kretschmer (CDU) am 6. Mai bei einer Pressekonferenz in Brüssel. Anhand der ostdeutschen Regionen könne ein EU-weites Modell geschaffen werden, das zeige, wie der Ausstieg aus der Braunkohle möglich sei, ohne die Industrie zu benachteiligen, verkündete Brandenburgs Ministerpräsident Dietmar Woidke (SPD). "Wir brauchen für diese Menschen Arbeitsplätze, die dann auch gut bezahlt sein sollen."
Es ist schon herzerweichend, wie Sozialdemokraten und Christdemokraten sich Hand in Hand für die Beschäftigten ins Zeug legen. Hätten sie das nur auch vor ein paar Jahren mit so viel Engagement getan, als es um die Arbeitsplätze in der Solarindustrie ging. Gerade in ihren Bundesländern befand sich damals das Gros der PV-Industrie, für deren Erhalt sie keinen Finger gerührt hatten. Es war halt die falsche Industrie. Einmal abgesehen davon, dass die Kohlekommission bereits die Summe von 40 Milliarden Euro für die Braunkohleländer ausgespuckt hat, man also erstaunt die Augen reibt und fragt, ob das nicht ausreichend sein könnte, fällt auf, wie massiv gegenwärtig das Primat des Wachstums vor der Klimapolitik in der Öffentlichkeit vorgetragen wird. Auch CDU-Chefin Annegret Kramp-Karrenbauer verkündete, der Klimaschutz müsse die wirtschaftliche Lage stärken.
Diese Linie verfolgt sie auch in Sachen CO2-Bepreisung. Unabhängig vom aktuellen Machtkampf in der CDU, die Merkel-Nachfolgerin im CDU Vorsitz zu demontieren, steht hinter dem Postulat, Wirtschaft und Wachstum dürften nicht dem Klimaschutz untergeordnet werden, ein grundsätzliches Verständnis von Wirtschaft. Es ist das neoliberale Credo, über allem habe das Wachstum und die reibungslose Kapitalverwertung zu stehen. Dass das Wachstum auf einem endlichen Planeten ein Ende finden könnte, passt in diese Denke nicht hinein. So ist dies auch der Kitt, der die Koalition von CDU/CSU und SPD zusammen hält. Diese Position hatte schon Ex-Wirtschaftsminister Sigmar Gabriel als Grundlage für seine „Energy Efficiency First“ im Wärmebereich vorgetragen. Denn hinter dem Neoliberalismus steckt nicht nur reine Theorie, sondern auch das handfeste Interesse wesentlicher Teile der deutschen Industrie.
Beflügelt von der starken Exportposition und im Gefühl, die Regierung in der Tasche zu haben, fielen die Veränderungen im globalen Wirtschaftsgefüge selbst in der Wirtschaft nicht auf. Seit den 1990er Jahren deutete sich an, dass die rohstoffbasierten Produktionsbereiche und ihre Sektoren-Koppelungen von den bit-basierten Industrien bedrängt wurden. Nicht mehr Mineralöl und Kraftfahrzeugbau oder die chemische Industrie sind die erfolgreichsten Global Player, sondern die Newcomer aus der digitalen Welt, die Google, Apple, Microsoft und Amazon, aber auch Samsung, Huawei oder wie die asiatischen Multis alle heißen. Sie spielen nach anderen Regeln, setzen nicht auf Öl, Erdgas und Kohle, sondern auf den Rohstoff Big Data, sowie auf die Strahlen der Sonne. Deren Verknüpfung ist die moderne erfolgversprechende Variante des aktuellen globalen Kapitalismus. Das wurde hierzulande viel zu spät erkannt.
Nun mag es in der Natur des Menschen wie der Industriellen liegen, dass man von langjährigen Erfolgsmodellen nur ungern Abschied nimmt. Besonders wenn man Unmengen von Kapital darin angelegt hat und glaubt, dies noch eine Weile ausreizen zu können. So ist es weniger als individuelle Unfähigkeit einzelner Industrieführer und Politiker zu betrachten, das zu strategischen Fehleinschätzungen führte. Es ist der kollektive Prozess, der sich in einer Gesellschaft abspielt, die sich für stark und unüberwindbar hält. Und die auf Andersdenkende, Mahner und Kritiker nicht glaubt hören zu müssen.
Vor rund 20 Jahren, das Zeitalter von Google & Co. war längst eingeläutet - viele hatten bereits ihren heimischen PC wie auch eine IT-Umgebung auf der Arbeit - schlug sich die Hybris deutscher Industriepolitik in den Entscheidungen der Automobilindustrie nieder, die Welt mit dem sauberen Diesel erobern zu wollen. Parallel dazu fiel bei Toyota die Entscheidung, mit dem Bau des Hybridautos „Prius“ in die Welt der Elektromobilität einzusteigen. Der andere Knackpunkt war, sich den Forderungen der fossilen Energiekonzerne zu beugen und eine solare Energieversorgung zur Randerscheinung und einer technischen und ökonomischen Unmöglichkeit zu erklären.
Nicht wenige sehen auch heute noch im EEG einen Betriebsunfall, der im Wärmebereich habe verhindert werden können. Was den mit Blindheit Geschlagen allerdings in ihrer Exportweltmeister-Euphorie entging, waren die fatalen Folgen ihrer destruktiven Haltung gegenüber der Photovoltaik. In China wurden PV und IT zum Ausgangspunkt neuer Entwicklungen genommen. Und vom Stromspeicher im Eigenheim war der Weg nicht weit zum fahrenden Speicher, dem Elektroauto. Die deutschen Autobauer konnten und wollten diesen Weg nicht gehen. Hier sah man China als die verlängerte Werkbank der Hightech-Länder. Was für ein Missverständnis.
Bei den Aussagen der Koalitionsparteien fällt auf, dass sie mit dem Thema Klimakrise überhaupt nicht klarkommen. Sie suchen ihr Heil in einem „weiter so“ auf der rohstoff-basierten Schiene, auf der man sich nun einmal festgefahren hat. Die Automobilindustrie steckt in einer existenziellen Krise, in der Chemieindustrie knirscht es und von den Big Playern im Daten- und Internetgeschäft kommt keiner aus Good Old Germany. Das Zentrum der Weltwirtschaft hat sich innerhalb einer Generation aus den westlichen Ländern nach Asien verschoben und die alten Industrien - nicht nur in Deutschland - haben ihren Anteil daran.
Die Frage, wie mit der Klimakrise umgegangen werden sollte, ist mit den Verschiebungen in der Weltwirtschaft nicht gelöst. Ganz im Gegenteil, dies hat die Klimakrise erst auf die Spitze getrieben. So erkennbar wie die Überforderung der großen Koalition und des sie umgebenden Lobbygestrüpps auch sein mag, es ist – Trump lässt grüßen - keine deutsche Erscheinung. Trotzdem müssen schnellstmöglich neue Leute und Konstellationen her, die um die Klimakrise und die Bedeutung Erneuerbarer Energien wissen. Die jetzige große Koalition und ihre Parteigänger sind fertig und müssen schnellstmöglich abgelöst werden. Man ist fast geneigt zu sagen, egal durch wen, Hauptsache die Blindgänger der fossilen Weltsicht verlassen die Bühne und frische Luft, neue Gedanken und vielleicht auch neuer Mut zieht ein.
