(Nicht-)Lösungen der Verkehrswende
Die Verkehrswende als dritte Säule der Energiewende im Sinne einer Sektorenkoppelung hinkt derzeit deutlich den beiden anderen Säulen hinterher. Das liegt weniger an der Technik – hier gäbe es bereits heute eine Vielzahl an sinnvollen, effektiven Lösungen – als vielmehr an politischen Schwerpunktsetzungen und gesellschaftlichen Vorlieben wie auch Träumen. Aber welche Lösungen sind nun sinnvoll? In einigen Fällen fällt die Antwort sicher leicht: die Elektrifizierung des SUVs ist sicher keine Lösung, während hingegen das Fahrrad als umweltfreundliches, Körperbewegung stiftendes Verkehrsmittel in einer an sich bewegungsarmen Zeit unbedingt dazu gehört. Dazwischen bleiben jedoch eine Vielzahl von Lösungen mit zweifelhaftem Sinn. Einige davon wollen wir uns im Folgenden anschauen:
E-Scooter
Wohl kaum ein neues Verkehrsmittel ist so schnell mit so viel ministerialer Hilfe auf die Straßen gehoben worden wie der kleine Elektro-Tretroller. Eine „echte Zusatzalternative zum Auto“ soll er sein, Pendler soll er beflügeln und sogar auf Busspuren fahren dürfen [1] – der nüchterne Betrachter reibt sich die Augen. Sollte das Bundesverkehrsministerium alle seine in den letzten fünf Jahren bei der Aufarbeitung des Dieselskandals aufgesparte Energie und Arbeit plötzlich hier investieren wollen? Denn die Licht- und Schattenseiten des kleinen Gefährts sind schnell aufgezählt:
Vorteile sind seine Kleinheit und Verkehrsstau-Unabhängigkeit, sein für ein Verkehrsmittel geringer Preis und seine leichte Zugänglichkeit für alle Menschen ohne Behinderungen.
Nachteile sind seine kleinen Räder, die bei den Geschwindigkeiten und Hindernissen (Schlaglöcher, Bordsteinkanten) schnell zu verletzungsträchtigen Unfällen führen, seine geringe Eignung für die Mitnahme in Bus und Bahn – insbesondere bei schlechtem Wetter und weiterem Gepäck, sein nicht vorhandener Wetterschutz und seine mangelnde Transport-Fähigkeit von Gepäck – es bleibt hier nur der Rucksack übrig, der aber den Schwerpunkt des Mensch-Maschine-Systems nach oben verlagert und so zu mehr Unfällen führt.
Dass ein solches Spielzeug Autofahrer zum Umsteigen veranlassen könnte, ist kaum anzunehmen. Zumal es ein ähnliches Fahrzeug ja bereits seit gefühlten Jahrzehnten gibt: den Alu-Tretroller, der sich allerdings außerhalb der Kinder- und Jugendszene nie so richtig verbreiten konnte. Was ist nun der Vorteil des E-Scooters gegenüber dem Alu-Tretroller und dem technisch überlegenen Fahrrad; warum genießt ein Fahrzeug, das allenfalls einige Fuß- und Rad-Strecken ersetzt, so viel Aufmerksamkeit? Ein Grund könnte darin bestehen, dass man – anders als beim Alu-Tretroller und Fahrrad – entspannt, mühelos und aufrecht durch die Gegend rollen kann – ein in unserer zunehmend narzisstischen Gesellschaft („Walking on the bright side“) nicht unwesentlicher Aspekt. Und so hoppelt der Narziss auf dem E-Scooter bewegunglos-beweglich durch die Gegend als statuenhaftes Denkmal seiner eigenen Bedeutungslosigkeit. Das gilt natürlich nicht für die „Spitzenleute“ im Bundesverkehrsministerium! Die beweisen nur einmal mehr ihre armselige verkehrspolitische Konzeptlosigkeit.
Autonomes Fahren
Weniger Unfälle, einen gleichmäßigeren Verkehrsfluss, leichtere Zugänglichkeit – so lauten einige Verheißungen, die uns auf die goldene Zukunft des „Autonomen Fahrens“ einstimmen sollen. Wenngleich in Berlin und Hamburg erste Busse – meist ohne Passagiere, aber mit Eingreif-Fahrer – auf abgezirkelten Strecken rollen, so bleibt doch noch eine erhebliche Wegstrecke, bis Autos auf grundsätzlich allen Straßen zum völlig Autonomen Fahren (Level 5) in der Lage sind [2]. Denn Unfälle mit teilautonomen PKW (Level 2, z.B. Tesla) weisen nachdrücklich auf die Schwierigkeiten und Schwachstellen der heutigen Technik hin. Wenn diese Probleme ab ca. 2040+ behoben sind, kommt das für eine Verkehrswende zu spät. Dazu stellt sich die generelle Frage, ob Autonomes Fahren überhaupt einen Beitrag zur Verkehrswende leisten kann oder vielmehr zu höherem Verkehrsaufkommen führt: denn beim Level 5 können auch Menschen ohne Führerschein Auto fahren. Und so besteht die Gefahr, dass künftig Eltern morgens ihre Kinder mit dem autonomen Auto statt zu Fuß zur Schule schicken. Und wie die Akzeptanz von autonomen Autos ausfällt, wenn erst einmal Hacker damit Schabernack treiben oder, schlimmer noch, solche Fahrzeuge für Terroranschläge nutzen, dürfte klar sein. Die einzige Lösung: das Autonome Fahren hätte ein unhackbares IT-System – und damit das erste weltweit!
Carsharing
Der durchschnittliche PKW steht rund 23 Stunden pro Tag; Fahrzeuge sind also in erster Linie Stehzeuge. Daher ist der Gedanke folgerichtig, die Autos organisiert zu teilen. Dass allerdings die Umsetzung des Gedankens auf Probleme stößt, zeigt nicht nur der Zusammenschluss der beiden großen Carsharing-Anbieter Car-to-go und Drive-Now, sondern auch die eingeschränkten Geschäftsgebiete bzw. Abstellregelungen, die selbst in Millionenstädten meist nur den inneren Kern der Stadt umfassen [3]. Zwar wäre in den Randgebieten der Leihauto-Bedarf wegen des dünneren ÖPNV-Netzes dringender, aber zur Abdeckung des Gebietes müssten die Carsharing-Anbieter größere Fahrzeug-Flotten bereit stellen, was kaum profitabel wäre. Zudem bestände die Gefahr eines Schaukeleffekts bei der Fahrzeugdichte, indem die Pendler morgens die Fahrzeuge mit in die Stadt nehmen und erst abends wieder mit heraus, so dass tagsüber Menschen in den Randstadtteilen kaum ein Fahrzeug finden. Insgesamt kann Carsharing nur einen minimalen Beitrag zur Verkehrswende leisten.
Ridesharing
Für alle, die sich mal ein Taxi geteilt haben, ist die Idee einleuchtend: zusammen fahren, weniger bezahlen. Und über Apps organisierte Fahrten zusammen mit fremden Mitfahrern – das ist das Geschäftsmodell der Ridesharing-Unternehmen. In Hamburg z.B. gibt es derer drei: CleverShuttle, ioki und MOIA [4]. Alle drei fahren mit E-Autos, und alle drei bedienen nur einen Teil des Stadtgebietes, wobei die äußeren Stadtteile auch meistens außen vor bleiben. Gegenüber Taxen hat Ridesharing den Nachteil, dass man als Kunde auch bei schlechtem Wetter erst einmal zu festgelegten Sammelpunkten laufen muss. Gegenüber dem ÖPNV hat es den Nachteil, dass die Fahrten teurer sind und man in der staugeplagten City nicht nur bisweilen weniger lang auf die nächste S-/U-Bahn warten muss, sondern mit den Bahnen oft auch schneller ans Ziel kommt als mit den „Gemeinschafts-Taxen“. Ridesharing könnte ein sinnvolles Element sein, wenn es in den Außenbezirken das ÖPNV-Netz ergänzen würde. Doch dazu dürften die meisten Anbieter alleine auf Dauer finanziell kaum in der Lage sein. So wie jetzt kann aber auch Ridesharing nur einen minimalen Beitrag zur Verkehrswende leisten.
Kostenloser ÖPNV
Im Gegensatz zu einem immer wieder gern verbreiteten Umweltmärchen – der ÖPNV ist ebenso wie die Bahn nicht klimafreundlich! Sicher, der ÖPNV ist deutlich klimafreundlicher als das Auto – aber eben auch erheblich weniger klimafreundlich als das Fahrrad oder der Fußweg. Auch Busse und Bahnen müssen produziert werden, sie verbrauchen im Betrieb Energie – je voller desto mehr. Insofern kann es nicht darum gehen, einfach nur möglichst viele Menschen in die öffentlichen Verkehrsmittel zu locken, denn das ist klimaschädlich. Es muss unter Klimagesichtspunkten vielmehr darum gehen, möglichst viele Autofahrer in den ÖPNV zu bekommen. Letztere Ziel-Gruppe besteht hauptsächlich aus Berufspendlern, die fast täglich fahren müssen (Vielfahrer!), und diese Gruppe legt Wert auf pünktliche, kurz getaktete und saubere Züge sowie einen Sitzplatz. Zugleich ist es eine Gruppe, die über ihre Monats- oder Jahreskarten Geld in die Kassen der Verkehrsbetriebe spült, was zum notwendigen Ausbau des meist klammen ÖPNV dringend benötigt wird.
Ein kostenloser ÖPNV wäre nicht nur fast völlig auf die ebenfalls meist klammen Staatskassen angewiesen, er würde auch vermehrt eher freizeitorientierte Personen anlocken, die ansonsten wegen des Preises gar nicht in die Verkehrsmittel eingestiegen wären: z.B. Rentner auf Sightseeing-Tour gegen die häusliche Langweile, feiernde Schüler als nachmittäglicher Ersatz für die Parkbank, Trinker von den Plätzen der Stadt. Solche „Zeit-Reichen“ füllen dann leicht die Züge und verknappen dort das Platzangebot. Und Pendler, insbesondere aus körperlich anstrengenden Berufen wie Krankenschwester, Putzfrau, Maurer etc. dürften folglich zur persönlichen Einschätzung kommen, dass es einfacher und entspannter ist, wieder im eigenen Auto zur Arbeit zu fahren als stundenlang im ÖPNV zu stehen. Das wäre klimapolitisch fatal. Daher muss es das Ziel einer Verkehrswende-Politik sein, nichtzahlende „Zeit-Reiche“ aus dem ÖPNV fern zu halten. Und auch wenn es politisch nicht korrekt klingen mag: Klimapolitik und Sozialpolitik passen nicht immer zusammen. Der von linken bis rechten Populisten häufig propagierte kostenlose ÖPNV ist jedenfalls kein Beitrag zu einer nachhaltigen Verkehrswende.
