Die Zukunft der wassergeführten Wärmeversorgung
Bei seiner, zum zweiten Mal von Conexio durchgeführten Ausgabe, hat das ehemalige OTTI- Symposium-Solarthermie einen neuen Titel erhalten. Das traditionelle Treffen von Wissenschaft, Industrie und Anwendern wurde dieses Jahr erstmals unter dem Titel „Symposium Solarthermie und innovative Wärmesysteme“ durchgeführt. Gemäß dem Motto „Ohne Solarthermie keine Wärmewende“ ist der Schwerpunkt allerdings gesetzt. Auch wenn man sich grundsätzlich schon immer mit den Schnittstellen zu anderen Technologien beschäftigte, ist es trotzdem ein wichtiger Schritt um nicht zu sehr mit dem Label einer „Vintage Technology“ abgestempelt zu werden.
Die Solarthermie, die hierzulande schon länger unter einem geringeren Interesse im Vergleich zur Schwester Photovoltaik leidet, sollte ihr Licht jedoch nicht allzu sehr unter den Scheffel stellen. Das machte der fachliche Leiter Harald Drück gleich zu Beginn deutlich. Denn jammern sei nicht angebracht, schließlich wurden 2018 genauso viele Solarwärmeanlagen wie Wärmepumpen verkauft und nach wie vor sei mehr Solarthermie als Wärmepumpen installiert. Zum Vergleich nannte er den PV-Markt, der vor Jahren deutlich massiver eingebrochen war (siehe Bild). Beiden Sparten - Wärmepumpe wie auch Photovoltaik – würden trotz Rückschläge deutlich selbstbewusster auftreten. Die Grafik macht auch deutlich: Es geht wieder aufwärts!
Neben der Umbenennung wurden auch Inhalt und Struktur angepasst. So gab es neue, zeitgemäße Schwerpunkte sowie einen, dem Symposium vorgelagerten Industrieworkshop, der sich mit Kostenreduktion und Qualitätssicherung befasste. Erst danach begann die eigentliche Tagung. Diese wurde nicht wie üblich von der Politik und den Verbänden eröffnet, man begann vielmehr mit zwei großen Blocks zur Digitalisierung. Ein Thema, dem man großen Raum gab und das unterschiedlichste Reaktionen hervorrief. So drückte Wolfgang Streicher von der Uni Innsbruck seine geringe Zuversichtlichkeit, was die Einsparungsmöglichkeiten beispielsweise durch Smart home-Technologie betrifft mit dem Satz aus: „Nur dumme Häuser brauchen künstliche Intelligenz“.
Aber auch grundsätzlich wurde die Komplexität dieser Revolution in der bekanntlich eher konservativen Heizungsbranche deutlich. Die Diskrepanz zwischen den Zyklen digitaler Soft-/ Hardware und der Heiztechnik wurde diskutieret. Eine ebenso spannende Frage: Wie weit wird es im Rahmen des Smart Metering mittelfristig möglich sein, seine Heizung selbst zu steuern, wenn die Interessen der Netzbetreiber dem entgegenstehen? Oder anders ausgedrückt: Wie weit ist dann ein selbstbestimmtes Wohnen überhaupt noch möglich? Das Symposium bot aber noch bedeutend mehr. Es gab interessante Einblicke in Neuentwicklungen, wobei speziell PVT einen großen Raum einnahm. Weitere Schwerpunkte waren noch: Die Versorgung von Wohngebäuden wie auch Quartieren und sehr viel Prozess-, Fern- und Nahwärme.
Die Politik wurde jedoch keineswegs vernachlässigt. Dr. Frank Heidrich, seines Zeichens Leiter der Unterabteilung IIC am BMWi hielt sowohl den Festvortrag („ 25 Jahre Deutsche Solarthermieforschung“) als auch eine Keynote. Auch wenn er das Thema seines Referats („Was bringt das GEG für die Solarthermie?“) nur wenig thematisierte, waren seine Einblicke in die innerministerialen Vorgänge durchaus aufschlussreich. So ließ er durchblicken, dass man sich im Bundeswirtschaftsministerium „nicht erst seit 14 Tagen“ mit einer CO2-Steuer (passender wäre hier wohl Begriff der "Lenkungsabgabe") beschäftigt. Heidrich süffisant: „Wir sind fast umzingelt von Staaten die eine Abgabe haben“. Auch deshalb käme man an der Thematik „international nicht vorbei“. Nicht zuletzt herrsche in Deutschland ein krasses Missverhältnis zwischen dekarbonisierten und fossilen Energien, was alle Anstrengungen schwierig mache, da Wirtschaftlichkeitsbetrachtungen immer zu Gunsten Öl und Gas ausfielen. Um dies zu ändern bräuchte es ein marktwirtschaftliches Instrument wie eine Einpreisung von Klimagasen, nur so könne das Energiepreissystem in ein vernünftiges Verhältnis gesetzt werden. Den auch von DGS geforderten 180 €/t CO2 erteilte er jedoch eine klare Absage, offensichtlich wird ein deutlich niedriger Preis favorisiert, der dann langsam gesteigert werden solle.
Ebenso interessant: Die einst von Bayern blockierte steuerliche Förderung für Gebäudesanierungsmaßnahmen soll wieder im Gespräch sein. Das Gebäudeenergiegesetzt (GEG) dagegen befindet sich nach wie vor in einer „unerträglichen Abstimmungsschleife“ zwischen den Ministerien. Heidrich setzt, nicht nur diesbezüglich, offensichtlich große Hoffnung auf das Klimakabinett, das erstmals am 29. Mai tagen wird. Es bleibt schwierig.
Entsprechend dem klösterlichen Ambiente könnte man (angepasst) formulieren: Hoffen heißt nichts wissen.
