Das richtige Ziel: 100 Prozent Erneuerbare bis 2030
Eine Strategie-Analyse von Jörg Sutter, DGS-Vizepräsident
Viele Umwelt- und Energieverbände – auch die DGS – stellen sich aktuell hinter ein neues Ziel für den Ausbau der erneuerbaren Energien. Es lautet ganz einfach: 100 Prozent bis 2030. Mit Blick auf die Bundestagswahl im kommenden Jahr muss möglichst mit einer Stimme gesprochen werden. Doch wie schaffen wir das? Hier stehen die Hintergründe und Möglichkeiten dafür.
Ein gemeinsames Ziel
In der Vergangenheit hatten viele Verbände unterschiedliche Vorstellungen von der Geschwindigkeit und dem notwendigen Ausbau der erneuerbaren Energien in Deutschland. Die Forderung einer Vollversorgung war meist identisch, der Weg dorthin dauerte aber oft unterschiedlich lange. Jetzt wird ein gemeinsames Ziel ins Auge gefasst: 100 Prozent Erneuerbare Energie bis spätestens zum Jahr 2030.
Der Hintergrund
Die Idee, hier ein breites Bündnis zu schmieden, kommt aus den Reihen des Solarenergie-Förderverein Deutschland (SFV). Beim „runden Tisch“, einem Zusammenschluss von Energie- und Solarinitiativen, wurde der Gedanke aufgegriffen, vor allem mit Blick auf die kommende Bundestagswahl 2021 eine einheitliche Forderung in die Öffentlichkeit zu tragen. Bis dahin sind nur noch rund zwölf Monate Zeit. Den Leitgedanken „100 Prozent Erneuerbare bis spätestens 2030“ formulierte Daniel Bannasch, der geschäftsführende Vorstand von MetropolSolar e.V.
Der Vorstand des SFV hat Mitte August beschlossen, die Ziele und Forderungen "100 Prozent EE bis spätestens 2030 plus CO2-Rückholung" künftig offensiv und durchgängig zu vertreten. Zur CO2-Rückholung wird der SFV noch weiter informieren. Es geht dabei aber nicht um die schon vielfach kritisierte Idee der CO2-Verpressung im Boden, sondern im Wesentlichen um CO2-Bindung durch Aufforstung und Humusbildung.
Das Präsidium der DGS hat sich ebenfalls Mitte August dazu abgestimmt und der Forderung angeschlossen. Andere Verbände, deren Gremien in der Sommerzeit nicht regelmäßig tagen, sollen sich bis Anfang September dazu entscheiden. Wenn die Unterstützung für „100 Prozent bis 2030“ breit genug ist, kann in der Öffentlichkeit und gegenüber der Politik mit einer Stimme gesprochen werden. Und die Chancen stehen nicht schlecht: Positive Rückmeldungen anderer Verbände lassen erwarten, dass sich bald ein breites Bündnis von Vereinen und Verbänden hinter diesem gemeinsamen Ziel versammeln wird.
Die Umsetzung
Die Forderung soll nun aber nicht einfach veröffentlicht werden und wieder in der Schublade verschwindet: Sie soll gelebt werden! Möglichst rasch sollen möglichst viele Beispiele geschaffen werden, wo dies (z.B. in lokalem/regionalem Rahmen) bereits möglich oder gar schon umgesetzt wurde. Solche Beispiele dann zu verbreiten, das Ziel mit dem Beweis der konkreten Machbarkeit zu unterlegen: Das ist wichtig und kann die Umsetzung weiter voranbringen. Dazu soll eine eigene Homepage eingerichtet werden, auf die dann von allen Interessierten zugegriffen werden kann.
Die Machbarkeit
Ist die Forderung nach 100Prozent erneuerbarer Energie bis 2030 nur eine Utopie - oder ist das Ziel erreichbar? Darüber kann man sich trefflich streiten, viele Blickweisen und Einschätzungen sind möglich.
Doch die vergangenen Monate haben gezeigt:
- Im Strombereich wurde im 1. Halbjahr 2020 schon über 50 Prozent EE-Anteil erreicht. Ein Wert, an den vor Jahren noch niemand wirklich geglaubt hat.
- Stundenweise wurden an einigen Wochenenden sogar Anteile über 100 Prozent erreicht, also eine Volldeckung des Bedarfs bei zusätzlichem Export von umweltfreundlich erzeugtem Strom. Die alte Befürchtung, die Netze und das Stromsystem könnten das nicht verkraften, sind damit widerlegt.
- Die Industrie hat sich lange nur zu vagen Klimazielen bekannt. Doch inzwischen wurde viel konkret umgesetzt. Einige Beispiele? Google verwendet 100 Prozent Ökostrom bereits seit 2016, andere Digitalkonzerne ebenfalls, siehe hier. Der Nahrungsmittelkonzern Nestle verwendet 100 Prozent Ökostrom für alle Büros, Lager und Fabriken in Deutschland. Oder Daimler: Der Autokonzern wird ab 2022 in allen europäischen Werken CO2-neutral produzieren, BMW im Laufe dieses Jahres sogar weltweit in allen Werken. Der Zulieferer Bosch stellt sich ab 2020 klimaneutral auf beim Energieverbrauch. Volkmar Denner, Vorsitzender der Geschäftsführung von Bosch dazu: „Es reicht nicht, auf den Klimaschutz nur zu hoffen. Unternehmen sollten kurzfristig die CO?-Neutralität wagen.“ Das zeigt: Die Perspektive bis 2030 ist selbst für die Wirtschaft nicht zu schnell. Auch wenn es natürlich Betriebe und Konzerne gibt, die sich gerne länger dafür Zeit nehmen wollen.
- Die spürbaren Klimaauswirkungen werden immer deutlicher. Von Temperaturerhöhung über Gletscherschmelze bis zum Waldzustand: In Deutschland wird der Klimawandel immer mehr als reale Gefahr begriffen. Und reale Gefahren brauchen schnelle Lösungen.
- Die Politik dagegen wird immer langsamer. Ein zu langsamer Kohleausstieg, noch immer keinerlei ehrgeizige Bestrebungen, die Energiewende auch in Wärme und Verkehr anzugehen, dazu die vielen Hürden und Hemmnisse für den Einsatz von erneuerbaren Energien von Bürgern: Auch das ist ein Grund, das Ziel klarer und ambitionierter zu fassen als bisher.
- Corona hat uns gezeigt, dass viele bislang undenkbaren Verhaltensumstellungen von vielen Menschen meist problemlos umgesetzt werden konnten. Ich denke dabei an innerdeutsche Kurzstreckenflüge – hat die jemand vermisst? Das Arbeiten im Homeoffice, das neben Verkehrsemissionen auch viel Pendelzeit einspart. Oder die Video-Konferenzen, die viele Reisen (und die damit verbundene negativen Klimawirkungen) vermeiden. Hätte man vor einem Jahr solche Vorschläge gemacht, hätte die Antwort „geht nicht“ gelautet. Heute ist das alles kein Problem. Daraus kann Zuversicht geschöpft werden, auch weitere notwendige Transformationen anzugehen und die Gesellschaft dabei mitzunehmen.
Energetische Machbarkeit
Und auch aus Sicht der Energieforschung ist das Ziel einer nahezu erneuerbaren Vollversorgung denkbar. Das Fraunhofer-Institut ISE aus Freiburg hat im Februar eine ausführliche Machbarkeitsstudie mit verschiedenen Szenarien entwickelt. Darin wird auch ein Szenario „Suffizienz 2035“ beschrieben: Verhaltensänderungen lassen den Energieverbrauch stark sinken, eine CO2-neutrale Energieversorgung bis zum Jahr 2035 kann erreicht werden. Ein Auszug aus dem Fazit der Studie sei an dieser Stelle direkt zitiert: „Die Ergebnisse der Untersuchungen belegen, dass das Erreichen der Klimaschutzziele im Bereich der Energieversorgung auf Basis erneuerbarer Energien aus technischer und systemischer Sicht machbar ist. Zugleich zeigt die stundenscharfe Betrachtung für die nächsten dreißig Jahre in den Modellrechnungen, dass trotz eines hohen Anteils fluktuierender erneuerbarer Energien für die Strombereitstellung in jeder Stunde eine sichere Versorgung aller Verbrauchssektoren gewährleistet ist.“
Also: 100 Prozent Erneuerbare bis 2030 sind gesetzt.
