Deutsche Klimapolitik bedroht Zivilisation und Menschenrechte / Wissenschaft warnt vor Klimanotstand
Eine Übersetzung von Matthias Hüttmann
Kurz vor der Bundestagswahl haben über 30 Umwelt- und Menschenrechtsorganisationen sowie Expert*innen und Aktivist*innen aus der Klimaschutzbewegung an die Mitglieder des Bundestags appelliert, die womöglich letzte Chance zu nutzen, um die Klimakrise zu bewältigen und damit einhergehende Ungerechtigkeiten zu beenden. Ihr Fazit: die deutsche Klimapolitik bedroht Zivilisation und Menschenrechte. Das nehmen wir zum Anlass auf einen Appell von mehr als 11.000 Wissenschaftlern hinzuweisen, der bereits vor knapp zwei Jahren, im November 2019, veröffentlicht wurde. Dieser wurde initiiert von William J. Ripple, Christopher Wolf, Thomas M. Newsome, Phoebe Barnard und William R. Mmoomaw, unterzeichnet haben ihn 11.258 Wissenschaftler aus 153 Ländern. Wir haben den Appell für Sie frei übersetzt, die angesprochenen Grafiken finden Sie am Ende des Textes:

Auf der Grundlage dieser Verpflichtung und der hier dargestellten grafischen Indikatoren erklären wir mit mehr als 11.000 wissenschaftlichen Unterzeichnern aus der ganzen Welt klar und unmissverständlich, dass der Planet Erde vor einem Klimanotstand steht.
Vor genau 40 Jahren trafen sich Wissenschaftler aus 50 Nationen auf der ersten Weltklimakonferenz (in Genf 1979), dort waren sie sich einig, dass die alarmierenden Trends des Klimawandels ein Handeln dringend erforderlich machen. Seitdem wurden auf dem Gipfel in 1992, in Kyoto 1997 (Kyotoprotokoll) und Paris 2015 (Pariser Klimaschutzabkommen) ähnliche Warnungen ausgesprochen. Ebenso wurden auf zahlreichen anderen globalen Versammlungen von Wissenschaftlern ausdrückliche Mahnungen bezüglich der unzureichenden Fortschritte formuliert (Ripple und andere 2017). Aber dennoch steigen die Treibhausgasemissionen (THG) weiterhin rasant an, mit zunehmend schädlichen Auswirkungen auf das Klima der Erde. Um unsägliches Leid durch die Klimakrise zu vermeiden, müssen die Bemühungen um den Erhalt unserer Biosphäre immens gesteigert werden (IPCC 2018).
Die meisten öffentlichen Diskussionen über den Klimawandel basieren auf der globalen Oberflächentemperatur. Diese ist ein unzureichender Maßstab, um die Bandbreite menschlicher Aktivitäten und die realen Gefahren zu erfassen, die von einem sich erwärmenden Planeten ausgehen (Briggs und andere 2015). Politische Entscheidungsträger und die Öffentlichkeit benötigen daher dringend Zugang zu einer Reihe von Indikatoren, die vermitteln, welche Folgen die durch menschliche Aktivitäten resultierenden Treibhausgasemissionen auf das Klima, unsere Umwelt und die Gesellschaft haben. Aufbauend auf früheren Arbeiten (siehe Anhang) präsentieren wir eine Reihe von „grafischen Lebenszeichen“ des Klimawandels der letzten 40 Jahre. Sie verdeutlichen, wie menschliche Aktivitäten die Treibhausgasemissionen beeinflussen und das Klima verändern können (Abbildung 1). Zudem zeigen sie auch die bereits eingetretenen Klimaauswirkungen (Abbildung 2). Wir verwenden nur relevante Datensätze, die klar und verständlich sind, systematisch für mindestens die letzten 5 Jahre erhoben wurden und mindestens jährlich aktualisiert werden.
Die Klimakrise steht in engem Zusammenhang mit dem exzessiven Konsum der wohlhabenden Bevölkerungsschichten. So sind die reichsten Länder in erster Linie für die historischen Treibhausgasemissionen verantwortlich und haben im Allgemeinen die höchsten Pro-Kopf-Emissionen (Tabelle S1). In diesem Artikel zeigen wir allgemeine Muster auf, vor allem auf globaler Ebene, da viele Klimabemühungen einzelne Regionen und Länder betreffen. Unsere Grafiken sollen der Öffentlichkeit, politischen Entscheidungsträgern, der Wirtschaft und denjenigen, die an der Umsetzung des Pariser Klimaabkommens, der Ziele für nachhaltige Entwicklung der Vereinten Nationen und der Aichi-Biodiversitäts-Ziele (COP 10, 2010) arbeiten, von Nutzen sein.
Zu den äußerst beunruhigenden Anzeichen menschlicher Aktivitäten gehören der anhaltende Anstieg der menschlichen und tierischen Populationen, der Pro-Kopf-Fleischproduktion, des weltweiten Bruttoinlandsprodukts, des weltweiten Verlusts an Baumbestand, des Verbrauchs fossiler Brennstoffe, der Zahl der beförderten Fluggäste, der Kohlenstoffdioxid-(CO2)-Emissionen und der Pro-Kopf-CO2-Emissionen seit dem Jahr 2000 (Abbildung 1, Zusatzdatei). Zu den ermutigenden Anzeichen gehören der Rückgang der weltweiten Geburtenrate (Abbildung 1b), der Rückgang des Verlustes an Waldflächen im brasilianischen Amazonasgebiet (Abbildung 1g), der Anstieg der Nutzung von Solar- und Windenergie (Abbildung 1h), der institutionelle Verzicht auf fossile Brennstoffe in Höhe von mehr als 7 Billionen US-Dollar (Abbildung 1j) und der Anteil der Treibhausgasemissionen auf die ein CO2-Preis erhoben wird (Abbildung 1m). Allerdings hat sich der Rückgang der menschlichen Fruchtbarkeitsrate in den letzten 20 Jahren erheblich verlangsamt (Abbildung 1b), und der Waldverlust im brasilianischen Amazonasgebiet wieder zugenommen (Abbildung 1g). Der Verbrauch von Solar- und Windenergie nahm in jedem Jahrzehnt um 373 % zu, war aber 2018 immer noch 28 Mal kleiner als der Verbrauch fossiler Brennstoffe (Summe der Gas-, Kohle-, und Ölverbräuche; Abbildung 1h). Im Jahr 2018 wurden etwa 14 % der globalen Treibhausgasemissionen bepreist (Abbildung 1m), aber der globale emissionsgewichtete Durchschnittspreis pro Tonne Kohlenstoffdioxid betrug nur etwa 15,25 US-Dollar (Abbildung 1n). Es ist ein viel höherer Preis für CO2 erforderlich (IPCC 2018, Abschnitt 2.5.2.1). Die jährlichen Subventionen für fossile Brennstoffe an Energieunternehmen betrugen im Jahr 2018, aufgrund eines jüngsten Anstiegs, mehr als 400 Milliarden US-Dollar (Abbildung 1o).
Besonders besorgniserregend sind die gleichzeitigen Trends bei den wichtigsten klimatischen Auswirkungen (Abbildung 2, Zusatzdatei). Die drei häufigsten atmosphärischen Treibhausgase (CO2, Methan und Lachgas) steigen weiter an (siehe Abbildung S1 für den bedrohlichen CO2-Anstieg im Jahr 2019), ebenso wie die globale Oberflächentemperatur (Abbildung 2a-2d). Das Eis schwindet weltweit rapide, es gibt rückläufigen Trends beim arktischen Meereis, den grönländischen und antarktischen Eismassen und der weltweiten Gletscherdicke (Abbildung 2e-2h). Der Wärmegehalt der Ozeane, der Säuregehalt der Ozeane, der Meeresspiegel, die verbrannten Flächen in den Vereinigten Staaten und die extremen Wetterereignisse, sowie die damit verbundenen Schadenskosten, haben alle eine steigende Tendenz (Abbildung 2i-2n Prognosen zufolge wird der Klimawandel das Leben im Meer, im Süßwasser und auf dem Land stark beeinträchtigen, vom Plankton und den Korallen bis hin zu Fischen und Wäldern (IPCC 2018, 2019). Diese Probleme machen deutlich, dass dringend gehandelt werden muss.
Trotz 40 Jahren globaler Klimaverhandlungen haben wir, von wenigen Ausnahmen abgesehen, im Allgemeinen "business as usual" betrieben und es weitgehend versäumt, dieses Dilemma anzugehen (Abbildung 1). Die Klimakrise ist da und beschleunigt sich schneller als die meisten Wissenschaftler erwartet haben (Abbildung 2, IPCC 2018). Sie ist gravierender als erwartet und bedroht die natürlichen Ökosysteme und das Schicksal der Menschheit (IPCC 2019). Besonders besorgniserregend sind potenzielle irreversible Klimakipppunkte und die verstärkenden Rückkopplungen der Natur (atmosphärisch, marin und terrestrisch), die zu einem katastrophalen "Heißzeit-Szenario" führen könnten, das sich der Kontrolle des Menschen entzieht (Steffen und andere 2018).
Diese Klimakettenreaktionen könnten zu erheblichen Störungen der Ökosysteme, der Gesellschaften und der Wirtschaft führen und möglicherweise große Gebiete der Erde unbewohnbar machen.
Um eine nachhaltige Zukunft zu sichern, müssen wir unsere Lebensweise so ändern, dass sich die in unseren Grafiken zusammengefassten Lebenszeichen verbessern. Wirtschafts- und Bevölkerungswachstum gehören zu den wichtigsten Triebkräften für den Anstieg der CO2-Emissionen aus der Verbrennung fossiler Brennstoffe (Pachauri und andere 2014, Bongaarts und O'Neill 2018). Daher benötigen wir mutige und drastische Veränderungen in der Wirtschafts- und Bevölkerungspolitik. Wir schlagen sechs kritische und miteinander verknüpfte Schritte vor (ohne Reihenfolge), die Regierungen, Unternehmen und der Rest der Menschheit unternehmen können, um die schlimmsten Auswirkungen des Klimawandels zu verringern. Dies sind wichtige Schritte, aber nicht die einzigen notwendigen oder möglichen Maßnahmen (Pachauri und andere 2014, IPCC 2018, 2019).
Energie
Die Welt muss rasch massive Maßnahmen zur Energieeffizienz und Energieeinsparung ergreifen und fossile Brennstoffe durch emissionsarme Erneuerbare Energien (Abbildung 1h) und andere sauberere Energiequellen ersetzen, sofern diese für Mensch und Umwelt sicher sind (Abbildung S2). Wir sollten die verbleibenden Vorräte an fossilen Brennstoffen im Boden belassen (siehe die Zeitpläne hier: IPCC 2018) und sorgfältig auf effektive negative Emissionen hinarbeiten, indem wir Technologien wie die Kohlenstoffabscheidung an der Quelle und die Abscheidung aus der Luft nutzen und insbesondere natürliche Systeme verbessern (siehe Abschnitt "Natur"). Wohlhabendere Länder müssen ärmere Länder bei der Abkehr von fossilen Brennstoffen unterstützen. Wir müssen die Subventionen für fossile Brennstoffe rasch abschaffen (Abbildung 1o) und wirksame und faire Maßnahmen für stetig steigende CO2-Preise ergreifen, um ihre Nutzung einzuschränken.
Kurzlebige Schadstoffe
Wir müssen die Emission von kurzlebigen Klimaschadstoffen wie Methan (Abbildung 2b), Ruß und teilhalogenierten Fluorkohlenwasserstoffen (H-FKW) unverzüglich reduzieren. Dies könnte die Klima-Rückkopplungsschleifen verlangsamen und den kurzfristigen Erwärmungstrend in den nächsten Jahrzehnten möglicherweise um mehr als 50 % verringern. Damit könnten Millionen von Menschenleben gerettet und die Ernteerträge aufgrund der geringeren Luftverschmutzung gesteigert werden (Shindell und andere 2017). Die Kigali-Novelle von 2016 zum schrittweisen Abbau von H-FKW ist ausdrücklich zu befürworten.
Natur
Wir müssen die Ökosysteme der Erde schützen und wiederherstellen. Phytoplankton, Korallenriffe, Wälder, Savannen, Grasland, Feuchtgebiete, Torfmoore, Böden, Mangroven und Seegräser tragen in hohem Maße zur Bindung von atmosphärischem CO2 bei. Meeres- und Landpflanzen, Tiere und Mikroorganismen spielen eine wichtige Rolle beim Kohlenstoff- und Nährstoffkreislauf und bei der Speicherung. Wir müssen den Verlust von Lebensraum und biologischer Vielfalt rasch eindämmen (Abbildung 1f-1g), die verbleibenden Primärwälder und intakten Wälder schützen, insbesondere solche mit hohen Kohlenstoffspeichern und andere Wälder, die in der Lage sind, schnell Kohlenstoff zu binden (Voraufforstung), und gleichzeitig die Wiederaufforstung und Aufforstung in großem Umfang vorantreiben. Auch wenn das verfügbare Land an einigen Stellen begrenzt sein mag, könnte bis zu einem Drittel der Emissionsreduktionen, die bis 2030 für das Pariser Abkommen erforderlich sind (weniger als 2 °C), mit diesen natürlichen Klimalösungen erreicht werden (Griscom und andere 2017)
Lebensmittel
Der Verzehr von überwiegend pflanzlichen Lebensmitteln bei gleichzeitiger Reduzierung des weltweiten Verbrauchs von tierischen Produkten (Abbildung 1c-d), insbesondere von Wiederkäuern (Ripple und andere 2014), kann die menschliche Gesundheit verbessern und die Treibhausgasemissionen deutlich senken (einschließlich Methan, siehe im Abschnitt "Kurzlebige Schadstoffe"). Außerdem werden dadurch Anbauflächen für den Anbau dringend benötigter pflanzlicher Nahrungsmittel anstelle von Viehfutter frei, während gleichzeitig ein Teil der Weideflächen zur Unterstützung natürlicher Klimalösungen zur Verfügung steht (siehe Abschnitt "Natur"). Anbaupraktiken wie die minimale Bodenbearbeitung, die den Kohlenstoffgehalt des Bodens erhöhen, sind von entscheidender Bedeutung. Wir müssen die enormen Mengen an Lebensmittelabfällen auf der Welt drastisch reduzieren.
Wirtschaft
Die übermäßige Entnahme von Rohstoffen und der Raubbau an Ökosystemen, die durch das Wirtschaftswachstum angetrieben werden, müssen schnellstens eingedämmt werden, um die langfristige Tragfähigkeit der Biosphäre zu erhalten. Wir brauchen eine kohlenstofffreie Wirtschaft, die sich ausdrücklich mit der Abhängigkeit des Menschen von der Biosphäre befasst, und eine Politik, die wirtschaftliche Entscheidungen entsprechend lenkt. Unsere Ziele müssen sich vom Wachstum des Bruttoinlandsprodukts und dem Streben nach Wohlstand auf die Erhaltung der Ökosysteme und die Verbesserung des menschlichen Wohlbefindens verlagern, indem wir den Grundbedürfnissen Vorrang einräumen und die Ungleichheit verringern.
Bevölkerung
Die Weltbevölkerung, die immer noch um etwa 80 Millionen Menschen pro Jahr oder mehr als 200.000 pro Tag wächst (Abbildung 1a-b), muss stabilisiert - und idealerweise schrittweise reduziert - werden, und zwar in einem Rahmen, der die soziale Integrität gewährleistet. Es gibt hierzu bewährte und wirksame Maßnahmen, die die Menschenrechte stärken und gleichzeitig die Fruchtbarkeitsraten senken. Dadurch können die Auswirkungen des Bevölkerungswachstums auf die Treibhausgasemissionen und den Verlust der biologischen Vielfalt verringert werden. Diese Maßnahmen ermöglichen allen Menschen den Zugang zu Familienplanungsprogrammen, beseitigen Hindernisse und sorgen für eine vollständige Gleichstellung der Geschlechter, einschließlich Grund- und Sekundarschulbildung als globale Norm für alle, insbesondere für Mädchen und junge Frauen (Bongaarts und O'Neill 2018).
Schlussfolgerungen
Die Abschwächung des Klimawandels und die Anpassung an ihn bei gleichzeitiger Wahrung der menschlichen Vielfalt erfordern einen tiefgreifenden Wandel in der Art und Weise, wie unsere globale Gesellschaft funktioniert und mit den natürlichen Ökosystemen interagiert. Wir sind ermutigt durch die jüngste Zunahme an Aufmerksamkeit. So rufen Regierungsstellen den Klimanotstand aus, streiken Schulkinder und werden Klagen wegen Ökozid vor Gericht verhandelt. Auch fordern Bürgerbewegungen Veränderungen, und viele Länder, Staaten und Provinzen, Städte und Unternehmen reagieren darauf.
Als weltweite Wissenschaftsallianz sind wir bereit, den Entscheidungsträgern bei einem ausgewogenen Übergang zu einer nachhaltigen und gerechten Zukunft zu helfen. Wir drängen auf eine breite Verwendung der grafischen Lebenszeichen, die es politischen Entscheidungsträgern, dem privaten Wirtschaftssektor und der Öffentlichkeit besser ermöglichen, das Ausmaß dieser Krise zu verstehen, Fortschritte zu verfolgen und die Prioritäten für die Eindämmung des Klimawandels neu zu setzen. Die gute Nachricht ist, dass ein solcher Wandel mit sozialer und wirtschaftlicher Gerechtigkeit für alle ein weitaus größeres menschliches Wohlergehen als ein business as usual verspricht. Wir glauben, dass die Aussichten am größten sind, wenn die Entscheidungsträger und die gesamte Menschheit unverzüglich auf diese Warnung und die Ausrufung des Klimanotstands reagieren und handeln, um das Leben auf dem Planeten Erde, unserer einzigen Heimat, zu erhalten. <<

Veränderung der globalen menschlichen Aktivitäten von 1979 bis heute. Diese Indikatoren sind zumindest teilweise mit dem Klimawandel verknüpft.
