Der aktuelle Strompreis und die Konsequenzen für die PV
Eine Betrachtung von Jörg Sutter
Der größte Schreck ist verdaut: Nachdem sowohl der Spot-Base als auch der Spot-Peak-Preis an der Strombörse EPEX in der vergangenen Woche die Rekordhöhe von 300 Euro/MWh (also 30 (!) Cent pro kWh) erreicht hatte, ging der Preis in den Folgetagen wieder leicht aber stetig zurück. Ist Aufatmen angesagt? Und hat das eine Auswirkung für PV-Betreiber?
Langfristige Strompreise
Strom wird an den Börsen nicht nur zeitnah, sondern auch in so genannten „Futures“ gehandelt, es findet also ein Handel mit Strom statt, der nicht heute oder morgen, sondern erst z.B. im 3. Quartal 2022 erzeugt und geliefert werden muss. Und auch die Strombelieferung von Gewerbe und Industrie wird üblicherweise in mehrjährigen Verträgen mit festen Preisen (z.B. mit drei Jahres-Festpreisen für 2021, 2022 und 2023) fixiert. Die aktuellen Future-Trends zeigen nach unten, es sieht also so aus, als würde sich die Preissituation wieder entspannen. Man könnte meinen, die Stromverbraucher und -Händler können sich wieder zurücklehnen, tief durchatmen und wieder weitermachen wie bisher.
Doch das wird wohl nicht so sein. Der Strompreis der Zukunft ist zwar in einer Glaskugel versteckt, doch einige Faktoren deuten darauf hin, dass die kommende Absenkung nicht so groß ausfallen wird und die Preise dauerhaft deutlich über dem Niveau der Vergangenheit bleiben werden:
a) Der CO2-Preis: Als Bestandteil des Strompreises wird er in Zukunft weiter steigen, politisch gewollt, denn der soll ja ein Steuerungswerkzeug sein, um die fossile Energieerzeugung weiter zurückzudrängen.
b) Die Stromlücke: Schon seit einiger Zeit warnen die Verbände der Erneuerbaren Energien, aber auch der konventionellen Stromwirtschaft davor, dass parallel zu Atom- und Kohleausstieg ein adäquater Zubau von Erneuerbaren Energien und Speichern erfolgen muss. Hier sei auf eine Veröffentlichung aus dem Jahr 2011 verwiesen, die vor 10 Jahren auf einen drohenden Engpass im Jahr 2022 hinweist. Auch wir von der DGS reden uns seit Jahren den Mund fusselig und fordern einen ambitionierteren Zubau der Erneuerbaren, insbesondere von der Politik, die für die Setzung der Rahmenbedingungen verantwortlich ist. Mit einem Blick auf den schwachen Ausbau von Wind und PV in den letzten Jahren lässt sich schlimmeres nur vermuten – die Politik in Berlin war jedenfalls schon länger gewarnt. Auch die Ignoranz, dass sich Elektroautos schon nicht durchsetzen und auch keine Ölheizungen durch elektrische Wärmepumpen ersetzt werden, rächt sich nun: Hoppla, der Verbrauch geht ja nach oben … wie überraschend. Die Energiepolitiker der neuen Bundesregierung sind gut beraten, schnell die Ausbaubremsen zu lösen und die oft auch von uns kritisierten Hemmnisse und Barrieren beim PV- und Windausbau aufzulösen. Trotzdem hilft uns ein höherer Ausbau beim aktuellen Strompreis erst einmal nicht weiter, sondern wird erst mittelfristig Auswirkungen haben. Dazu ein Gegengedanke: Wo wäre denn der Strompreis in der vergangenen Woche gewesen, wenn wir nicht schon 50 Prozent des benötigten Stroms im Jahr preisstabil aus Erneuerbaren Energien erzeugen würden? Auch in der Kalenderwoche 40 lag nach Angaben der EnergyCharts der regenerativ-Anteil bei 42 Prozent.
c) Wenn die Future-Strompreise derzeit wieder nach unten zeigen, ist das auch deshalb kein Zeichen für Entspannung, weil sich die derzeitige Preisexplosion über die Futures von vor ein paar Monaten überhaupt nicht vorhersagen lies. Insbesondere die Industrie wurde hier kalt erwischt. Und dieses Problem der zukünftigen Unsicherheit bleibt bestehen: Auch wenn nicht eine singuläre Ursache für die aktuelle Situation verantwortlich ist: Kann jemand garantieren, dass nicht in zwei oder drei Jahren gleichzeitig eine Naturkatastrophe, eine neue Pandemie und ein zusätzlicher geopolitischer Konflikt wieder zu so einer Situation führen wird?
Was haben die PV-Betreiber davon?
Um es gleich zu Beginn klarzustellen: Der klassische PV-Betreiber, der als Einnahme die EEG-Vergütung hat, bekommt weiterhin diese feste Vergütung, auch wenn der Marktwert seines Solarstroms sogar höher liegt als die Höhe der Vergütung. Befindet sich die Anlage in der geförderten Direktvermarktung, erhöht sich die Vergütung auch bei höheren Marktpreisen meist auch nicht über die gesetzlich festgelegten „anzulegenden Werte“ hinaus. Es gibt jedoch Direktvermarkter, die nicht nur den anzulegenden Wert, sondern den, aktuell deutlich höheren, Marktwert Solar vollständig auszahlen. Für Anlagenbetreiber, die mit weiter hohen Marktwerten rechnen, könnte hier ein Wechsel des Direktvermarkters könnte überlegt werden.
Anders sieht es übrigens bei manchen PPA-Projekten aus: Für Stromlieferverträge bei Großanlagen gibt es mehrere Möglichkeiten der Bestimmung, was hier pro kWh bezahlt wird. Das kann ein Fixpreis sein, aber auch ein Preis, der über einen Faktor an den Marktwert gekoppelt ist. PPA-Betreiber mit einer solchen Preisvereinbarung erhalten derzeit also erheblich mehr Geld als ursprünglich kalkuliert.
Für den Stromkunden ergeben sich zwei Effekte: Ein höherer allgemeiner Strom-Börsenpreis wird von den Stromversorgern in den Tarif eingepreist werden, was z.B. auch zum Ende dieses Jahres zu Strompreissteigerungen für das kommende Jahr bei Haushalts- und Gewerbestromkunden führen wird.
Andererseits kann die Bezahlung der EEG-Vergütung an die PV-Betreiber mit fester Vergütung aktuell erfolgen, ohne dass auf das EEG-Konto zurückgegriffen werden muss. Das EEG-Konto füllt ja eben die Differenz zwischen Marktpreis und Höhe der festgelegten EEG-Vergütung. Ist der Marktpreis nun höher, so gibt es diese Differenz gar nicht und somit auch keinen Förderanteil. Und entscheidend: Die EEG-Umlage, die bei den Stromverbrauchern zum Befüllen des EEG-Kontos eingesammelt wird, kann gesenkt werden.
Aktuell wird daher erwartet, dass die EEG-Umlage im kommenden Jahr deutlich geringer ausfällt als in diesem Jahr, Schätzungen der Agora Energiewende vom Mai kommen auf 2,5 Cent, ohne darin angesetzte politische Maßnahmen werden es zwischen 3 und 4 Cent sein. In diesen Tagen wird die Veröffentlichung der Übertragungsnetzbetreiber erwartet. Doch die Zeit, in denen der Staat mit Milliardenbeträgen die EEG-Umlage auf 6,5 Cent deckeln musste, sind definitiv vorbei.
Bei Haushaltskunden könnte es nun sein, dass zwar der Stromlieferant wegen der gestiegenen Beschaffung den Preis erhöht, aufgrund der Senkung der EEG-Umlage aber der Gesamtpreis nahezu konstant bleiben wird.
Und für den Prosumer?
Beim Prosumer, also einem Haushalt, der sowohl Strom mit PV erzeugt als auch selbst verbraucht, ist das Strompreisrisiko nur eingeschränkt – das ist ein guter Vorteil. Ein einfaches Beispiel: Erreicht ein Haushalt mit seiner PV-Anlage einen Autarkiegrad von 50 Prozent, erzeugt er die Hälfte seines benötigten Stroms selbst – diese Hälfte ist nicht preiskritisch. Eingekauft werden muss nur die Hälfte des Stromverbrauchs, das Risiko von Strompreissteigerungen ist also halbiert. Noch größere Autarkiegrade vermindern das Risiko weiter. Und wenn es der Haushalt auch schafft, den erzeugten Strom auch für die Mobilität mit dem E-Auto zu nutzen, dann sind auch die derzeitigen Spritpreis-Steigerungen nicht relevant.
Ü20-Betreiber profitieren
Die Betreiber von Altanlagen, die Ende des vergangenen Jahres aus der EEG-Vergütung gefallen sind, profitieren ebenfalls von den hohen Marktpreisen, wenn sie die im EEG 2021 vorgesehene Weitereinspeisung nutzen – ganz oder teilweise in Verbindung mit Eigenversorgung. Von dieser Möglichkeit haben wir als DGS im Projekt PVLOTSE im vergangenen Jahr noch aus wirtschaftlichen Gesichtspunkten abgeraten, denn hier wären nach Abschätzung des Marktpreises 2020 nur ein Betrag von rund 2 Cent pro kWh beim PV-Betreiber angekommen. Doch wenn die Kurve in Bild 3 gedanklich bis zum Jahresende verlängert wird, könnte für 2021 eine Weiterbetriebsvergütung von über 5 bis 6 Cent oder sogar noch mehr pro kWh herausspringen. Und das sogar, wenn der Marktwert Solar bis Jahresende wieder leicht absinken würde. Für die Betreiber von Ü20-Anlagen sind damit die laufenden Kosten meist gedeckt, die ja auch bei Ü20-Analgen anfallen: Zählergebühren, Versicherungskosten und auch Wartung oder Reparaturen sind hier anzusetzen. Und das wäre doch einmal eine tolle Anerkennung der Pioniere, die den heutigen Stand (Technologie und Preise) der PV in Deutschland erst möglich gemacht haben.
Trotzdem sei auch den Betreibern, die Ende dieses Jahres aus der Vergütung fallen, empfohlen, sich Gedanken über den Umbau Ihrer Anlage zu Eigenversorgung zu machen. Denn die Eigenversorgung ist wirtschaftlich mit am attraktivsten. Und auch der Marktwert Solar wird wohl im kommenden Jahr wieder absinken.
