Wann darf ein Kraftwerk laufen und wann nicht?
Wann läuft eigentlich ein Kraftwerk? Bei Solaranlagen heißt die eine einfache Antwort: Wenn die Sonne scheint. Bei konventionellen Kraftwerken ist die Antwort komplexer. Wir wollen die verschiedenen Aspekte mit aktuellen Beispielen beleuchten.
Das Stromnetz in Deutschland benötigt zum stabilen Betrieb nahezu gleichviel Erzeugung aus Kraftwerken, wie alle Verbraucher zusammen. Die Verbrauchsentwicklung über den Tag bestimmt daher auch die Erzeugungsentwicklung, die gesichert bereitgestellt werden muss. Entsteht hier eine Differenz, muss das Stromnetz durch Speicher, Zu- bzw. Abschaltung von Kraftwerken oder Lasten, aber auch durch Strom-Import/-Export schnell wieder ins Gleichgewicht gebracht werden. Die schwankenden erneuerbaren Energien werden in Form von Prognosen in dieses Ausgleichsystem genauso einbezogen wie konventionelle Kraftwerke.
An einem normalen Sommertag wie am Mittwoch 10.7. erzeugen Kraftwerke in Deutschland in der Spitze rund 70 Gigawatt Leistung. Fraunhofer ISE (DGS-Mitglied) bereitet die Aufteilung in die verschiedenen Erzeugungen auf; das kann im Internet nahezu live verfolgt werden.
In dieser Grafik (Bild 1) ist zu sehen, dass (von unten nach oben) Laufwasser, Biomasse und Kernkraft den gesamten Tag mit nahezu konstanter Leistung betrieben werden. Bei der Braunkohle zeigen sich Schwankungen im Tagesverlauf, bei Steinkohle ist die Erzeugung tagsüber rund doppelt so hoch wie nachts. Gas zeigt bereits Schwankungen um Faktor drei, darüber liegen in blau noch die Pumpspeicherkraftwerke, die hauptsächlich zum kurzfristigen Ausgleich betrieben werden. Große Anteile (die beiden obersten Balken) werden derzeit von Wind und Solar erzeugt. Die Erzeugung der erneuerbaren Energien darf laut EEG nur bei größeren Netzproblemen zurückgefahren werden, diese Anlagen arbeiten daher nahezu „immer“, sobald Wind und Sonne bereitstehen.
Reichen erneuerbare Energien aus, werden – wenn möglich - konventionelle Kraftwerke zurückgefahren, um die Balance einigermaßen zu halten. Dennoch wurden im vergangenen Jahr sogar rund 50.000 MWh Strom in Deutschland „zuviel“ produziert und gingen in den (Netto-)Export.
Daneben spielen noch viele weitere Faktoren eine Rolle, warum ein konventionelles Kraftwerk arbeitet oder nicht.
Der bauliche Zustand beispielsweise. Natürlich muss ein konventionelles Kraftwerk erst einmal fertiggestellt sein und qualitativ den Ansprüchen und Belastungen der Stromerzeugung genügen. Umfangreiche Sicherheitsprüfungen sollen das gewährleisten. Der Betreiber Uniper hat das beim Neubau des Kohlekraftwerksblocks Datteln 4 zu spüren bekommen: Das Kraftwerk – Leistung: 1.100 MW, Kosten: 1,2 Mrd. Euro - hätte eigentlich bereits im Jahr 2011 in Betrieb gehen sollen, dann begannen Klagen um die Genehmigungen, die das Verfahren verzögerten. 2018 waren Verfahren und der Bau des Kraftwerks dann praktisch fertig, doch dann zeigten sich Risse an zahlreichen Bauteilen, danach wurden zuerst 35.000 Schweißnähte begutachtet. Inzwischen ist es ruhig geworden um den Bau. Vielleicht auch, weil die Kohlekommission empfohlen hatte, für bereits gebaute, aber noch nicht im Betrieb befindliche Kraftwerke, "eine Verhandlungslösung zu suchen, um diese Kraftwerke nicht in Betrieb zu nehmen", steht im Endbericht der Kommission. Für den Strom aus diesem Kraftwerk hat Uniper aber schon vor Jahren Abnahmeverträge u.a. mit der Deutschen Bahn mit lukrativen Strompreisen abgeschlossen. Weshalb Uniper den Block Datteln 4 unbedingt ans Netz bringen möchte.
Auch Revisionen, die oft lange Zeit dauern, schränken die technische Verfügbarkeit konventioneller Kraftwerken. Dabei werden Verschleißteile ausgetauscht, Prüfungen durchlaufen, Filter gereinigt oder erneuert.
Bei Kernkraftwerken wird in dieser Zeit auch immer ein Teil der Brennstäbe ausgetauscht. Das KKW Brokdorf startete am Dienstag dieser Woche wieder nach einer solchen vierwöchigen Revisionspause. Das Betriebs-Ende ist aber bereits abzusehen: Am 31.12.2021 soll aufgrund des Atomausstiegs Schluss in diesem Kraftwerk. Wie auch wegen dieser politisch vereinbarten Pläne bereits zum Jahresende 2019 Philippsburg 2, am 31.12.2021 Grohnde, Grundremmingen, Brokdorf und Isar 2 und am 31.12.2022 Emsland und Neckarwestheim 2 gesetzlich geregelt vom Netz gehen sollen.
Im Bericht der Kohlekommission wiederum ist der Vorschlag eines Fahrplans für die Abschaltung der Kohlekraftwerke enthalten. Den aber muss die Politik noch in Gesetze gießen. Doch nach diesem Plan soll bis 2022 ein Drittel der Kohlekapazität vom Netz gehen. Was bedeutet: Zusätzlich zu den sowieso schon beschlossenen Abschaltungen müssten weitere 4 GW Steinkohle- und 3 GW Braunkohle-Kraftwerke ihre Stromerzeugung einstellen. Bei jedem einzelnen davon stellt sich aber die Frage der „Systemrelevanz“ für das Stromnetz. Die dafür zuständige Behörde ist die Bundesnetzagentur (BNetzA): Sie überwacht die Netzbetreiber und prüft regelmäßig die Stabilität der Netze.
Systemrelevant bedeutet: Ist ein bestimmtes Kraftwerk wichtig für die Stabilität und Versorgungssicherheit des Stromnetzes? Aktuellstes „Opfer“ sind hier die Stadtwerke München (SWM) geworden: In der Bayerischen Landeshauptstadt sollte der Kohleblock des Heizkraftwerks Nord vorzeitig Ende 2022 abgeschaltet werden, auch wegen eines entsprechenden Bürgerentscheids. Doch das wird nicht erlaubt. Derzeit genehmigt die BNetzA keine Kraftwerksstilllegungen südlich der Mainlinie, da vermeintlich Netzengpässe beim Stromtransport von Nord nach Süd drohen. Erst wenn die großen Trassen fertiggestellt sind – also wohl ab 2025 – könnte der Münchner Kohlemeiler vom Netz gehen.
Und dann entscheidet auch noch der Marktpreis mit: Aus Brennstoffkosten, Wirkungsgrad, Alter des Kraftwerks und Personalaufwand berechnet sich ein Grenzpreis, also der Verkaufspreis pro kWh, ab dem das Kraftwerk wirtschaftlich betrieben werden kann. Bei einem niedrigeren Marktpreis ist das Kraftwerk nicht wirtschaftlich. Deutlich wird das aktuell am Kraftwerk Lippendorf nahe Leipzig: Dort stehen zwei Kohleblöcke mit jeweils 875 MW Leistung. Einer ist im Eigentum der EnBW, einer im Eigentum der LEAG (Bild 2). Als EnBW ihren Kraftwerksblock stilllegte, gab es die Begründung: Mangelnde Nachfrage und sinkender Großhandelspreis. Heißt: Das Kraftwerk ist derzeit nicht wirtschaftlich zu betreiben.
Doch warum wird dann nicht auch der zweite, der LEAG-Block abgeschaltet? Vermutlich hat die LEAG dafür noch bestehende Stromlieferverträge mit lukrativen Preisen. Die Umwelt- und Klimaschützer würde freuen, wenn auch diese Anlage abgeschaltet würde, steht doch das gesamte Kraftwerk an siebter Stelle der größten CO2-Erzeuger in Europa mit 11,7 Mio. Tonnen CO2 Ausstoß im vergangenen Jahr.
Ein ähnliches Preis-Problem hat schon seit einigen Jahren der eigentlich nagelneue Steinkohle-Block 8 im Rheinhafen-Kraftwerk im badischen Karlsruhe: Der wurde zwischen 2008 bis 2014 für rund 1,3 Mrd. Euro errichtet. Wirtschaftlich ist der Block mit einer Brutto-Leistung von 912 MW aber seit Fertigstellung nicht betreibbar.
Fazit: Neben technischen Einschränkungen beeinflussen auch der Netzausbau („Systemrelevanz“) und die Marktpreisentwicklung (Wirtschaftlichkeit) die Frage ob und wann ein konventionelles Kraftwerks zu- oder abgeschaltet wird.
