Wahlkampf in Zeiten klimapolitischen Handlungsbedarfs

Es sieht nach einem knappen Wahlergebnis aus. Stand 2. September 2021 würde die SPD einer Emnid-Umfrage zufolge die meisten Stimmen erhalten (25 %). Gefolgt von Union (21 %), Grüne (19 %), FDP und AfD mit je 11 %, Die Linke (7 %), Sonstige (6 %). Der Wahltrend zeige, dass Union, SPD und Grüne eine aussichtsreiche Chance aufs Kanzleramt haben, schreibt die Zeit. Viele Wahlberechtigte scheinen noch unsicher zu sein. Gerade auf diese Wählerschaft haben es Wahlkampfstrategen abgesehen.
PR-Strategen, die die öffentliche Meinung drehen
Die Meinungsmacher der Parteien nutzen digitale Methoden, um genau zu „erkunden, wie die Wähler ticken, was sie wollen“. Nachdem sie das wissen, können sie die Wähler auch manipulieren, erklärt Farzana Baduel, CEO von Curzon PR in einer aktuellen Reportage des NDR über PR-Agenturen, die politische Kampagnen anbieten. „Du musst in das Gehirn der unentschiedenen Wähler eindringen. Der beste Weg, sie zu beeinflussen, ist eine Schmutzkampagne. Dafür brauchst du unschöne Details deines Gegners“, so Baduel. Werden die Details veröffentlicht, dann müsse sich die gegnerische Seite mit der Verteidigung beschäftigen und könne keine eigenen Themen mehr setzen. In ihrer verdeckten Recherche hat das Autorenteam Gesine Enwaldt und Peter Kreysler interessante Beobachtungen und Routinen aus der boomenden politischen Kampagnenarbeit – mit rund 500 PR-Agenturen – ans Licht gebracht. Demnach sollen zehn Datenpunkte, wie Facebook-Likes, präziser sein als die Menschenkenntnis eines Arbeitskollegen. Die Strategen der Trumpschen election campaign hätten „geschätzt 500 bis 2.500 solcher Informationen eines jeden US-Bürgers“. Präzise Wählerprofile würden es ermöglichen, Menschen zu beeinflussen, ist Thomas Borwick, CEO von Kanto Systems, überzeugt. Für Kampagnen empfiehlt er, Gefühle wie Angst mit konkreter Politik zu verbinden. „Einfache Botschaften, die beim Publikum ankommen, und so ihre Gefühle und Gedanken verändern“, so Borwick. Der Trick sei, diejenigen zu finden, bei denen diese Botschaften verfangen.
Klimapolitisch wichtige Wahl
Wahlberechtigte, die noch unschlüssig sind, welche Partei sie wählen möchten, haben verschiedene Möglichkeiten zur Entscheidungsfindung. Neben dem zu Septemberbeginn veröffentlichten Wahl-O-Mat gibt es den Klimacheck. Diesen haben die zivilgesellschaftlichen Organisationen Klima-Allianz Deutschland, Germanzero und NABU entwickelt. Ihre Begründung für die klimapolitische Bedeutung dieser Wahl lautet: „Die Beschlüsse der nächsten Bundesregierung werden den Treibhausgasausstoß Deutschlands der nächsten 20 bis 30 Jahre gravierend beeinflussen.“ Vor kurzem hatte der Weltklimarat einen neuen Bericht zum Stand der Klimaforschung veröffentlicht (DGS News berichteten). So zeigten alle Emissionsszenarien der begutachteten wissenschaftlichen Veröffentlichungen, dass eine globale Erwärmung von 1,5 °C und 2 °C im Laufe des 21. Jahrhunderts überschritten wird, „es sei denn, es erfolgen in den kommenden Jahrzehnten drastische Reduktionen der CO2- und anderer Treibhausgasemissionen“.
Der Anteil der Erstwählerinnen und Erstwähler beträgt 4,6 Prozent, insgesamt 1,4 Millionen Frauen und 1,4 Millionen Männer. Gerade bei solch jungen Wählern kann von einem hohen Interesse für die Klimafrage ausgegangen werden. Mit dem Klimawahlcheck möchten die Klimaschutzbewegten aufzeigen, „was notwendig ist, um das Klima wirksam zu schützen und welches Wahlprogramm diesem Ziel am Nächsten kommt“.
Resilienz gegen Desinformation stärken
Es ist möglich, sich an die Herausforderung der Desinformationen anzupassen, und eine Widerstandskraft (Resilienz) zu entwickeln. Hilfreich ist die Erkenntnis, dass häufig gehörte Aussagen vertrauter werden und deshalb eher als wahr empfunden werden als das objektiv wahre. Das wird als "Scheinwahrheitseffekt" umschrieben" (DGS News berichteten).
Richtigstellungen können den Einfluss von Falschinformationen verringern. Beispielsweise hat der Bundeswahlleiter Desinformationen aufgegriffen, die in den sozialen Medien kursierten. Die korrigierten Behauptungen wurden in einer Übersicht zusammengefasst.
