Solarkraftwerke: Gut oder böse?
Ein Analyseversuch von Heinz Wraneschitz
Einerseits: Ende nächsten Jahres werden Deutschlands letzte Atomkraftwerke abgeschaltet. Spätestens bis 2038 soll auch noch die letzte Kohleverstromungsanlage vom Netz sein. Aber andererseits: Offenbar will niemand ein Wind- oder Solarkraftwerk in Sichtweite der eigenen Wohnung. Jedenfalls könnte diesen Eindruck gewinnen, wer Tageszeitungen durchblättert, die Sozialen Medien goutiert oder Berichten des Öffentlich-Rechtlichen Bayerischen Rundfunks glaubt.
„In Reut im niederbayerischen Landkreis Rottal-Inn hätte eine Photovoltaik-Anlage (PVA) Platz und Sonne auf dem grünen Hügel am Ortsrand. Doch das Ehepaar G. ist dagegen und hat ein Aktionsbündnis ins Leben gerufen. 60 Unterschriften haben sie gesammelt“, ist auf br24.de nachzulesen. Die G.s seien übrigens nicht gegen PVA an sich, sondern „sorgen sich um die Natur und die Tiere“, ist weiter zu lesen.
Richtig ist sicher: es gäbe mehr als genug Dachflächen, vor allem flache auf großen Gebäuden, die gut PVA vertragen könnten. Eingriffe in die Natur gäbe es dort auch keine. Doch ob in Industriegebieten oder in Hafenanlagen: Oft sind die Besitzverhältnisse der Lagerhallen derart kompliziert, dass potenzielle Investoren schon bei der Suche nach richtigen Ansprechpartnern entnervt aufgeben. Oder die Eigner*innen der Hallen lehnen eine Installation ab. Sie wollen keinen Eintrag ins Grundbuch riskieren, um einen womöglichen Verkauf ihrer Immobilie innerhalb der 20 notwendigen Betriebsjahre der PVA nicht zu gefährden.
Deshalb – und auch weil sich ausgerechnet Bayerns Energieminister Hubert Aiwanger bei der Renovierung des Erneuerbare-Energien-Gesetzes EEG massiv für mehr Freiflächen-PVA eingesetzt hat – rennen seit Jahren landauf, landab Projektentwickler Bauern und anderen Feld- und Wiesenbesitzer*innen die Bude ein. Je größer das Grundstück, umso mehr PV-Module können installiert werden. Und je größer die PVA, umso günstiger lässt sie sich errichten, so die Kalkulation.
Und so ist es wie in Reut eigentlich überall in Bayern, wahrscheinlich aber auch in ganz Deutschland: Kaum wird ein Projektentwickler im Stadt- oder Gemeinderat vorstellig – denn der muss für jede PVA einen Sonderbebauungsplan aufstellen – werden Gegenstimmen laut. Die kommen immer weniger aus den Gremien, als von nach eigenem Bekunden „besorgten Bürger*innen“ wie den G.s. Denn das Ratsgremium sieht nämlich inzwischen, ähnlich wie die Grundbesitzer*innen, bereits Geld in die Kommunalkasse fließen: Gewerbesteuer, wenn die Betreibergesellschaft eine Adresse im Ort bekommt. Und zudem Anteile an der laufenden Einnahme dieser Gesellschaft: Im EEG ist diese Beteiligung nun fest verankert, und umsetzbar wird sie auch bald sein.
Doch müssen sich die Bürger*innen überhaupt um Natur und Umwelt sorgen, wenn PVA auf landwirtschaftliche Flächen gebaut werden? Vor zwei Jahren hat der – zugegeben solaraffine – Bundesverband Neue Energieanbieter BNE eine Studie veröffentlicht. Titel „Solarparks – Gewinne für die Biodiversität“. Denn genau das haben die Studienautoren um Rolf und Tim Peschel von den Berliner Ingenieurbüros „Der Projektpate“ und „Ökologie & Umwelt“ bei der Auswertung von Daten von 75 Solarparks herausgefunden.
Werden die Anlagen naturverträglich errichtet, können sie „zu einem deutlich positiven Effekt auf die Artenvielfalt führen“. Ein Grund „für die teilweise arten- und individuenreiche Besiedlung ist die dauerhaft extensive Nutzung oder Pflege des Grünlandes in den Reihenzwischenräumen“. PVA-Standorte seien hier „deutlich artenreicher als intensiv landwirtschaftlich genutzte Standorte oder Standorte zur Energiegewinnung aus Biomasse“: Es gebe nachweislich mehr Tagfalter, Heuschrecken oder Brutvögel, ist in dem Bericht vermerkt.
Solche Erfahrungen haben auch bayerische Projektentwickler gemacht. Erich Wust von Wust Wind Sonne aus Markt Erlbach beispielsweise hat bereits einige große PVA errichtet und dabei der Natur viel Platz eingeräumt. Zudem schreiben die Kommunen jeweils ökologische Ausgleichsmaßnahmen vor, Streuobstwiesen beispielsweise.
Wust scheint ohnehin weniger Schwierigkeiten als manch andere Projektentwickler zu haben, die örtlichen Gremien für seine PVA (oder auch Windkraftanlagen) zu begeistern. Denn in seine – wie er es ausdrückt – „echten Bürgermodelle“ investieren im Wesentlichen Einheimische.
Und wer selbst etwas davon hat, sieht ein Solarkraftwerk wahrscheinlich mit anderen Augen, als wenn er oder sie vermutet: Das aus Sonnenstrom erwirtschaftete Geld fließt in irgendwelche Aktienfonds oder an schwerreiche Investoren, die niemand je zu Gesicht bekommt.
Franken ist zurzeit bei Solarprojektentwicklern umkämpft. Denn hier gibt es neben vielen Windkraftwerken auch bereits viele solcher PVA. Und immer öfter beschließen Kommunen: Wir lassen keine weitere mehr dazukommen. Beispiel Wilhermsdorf im Kreis Fürth. Nach dem OK für eine seit sechs Monaten stromproduzierenden 10-Megawatt-Bürger-PVA wurde eine weitere Fläche für die Installation von etwa 5 MW ausgewiesen. Gleichzeitig aber hat der Gemeinderat beschlossen: „Nichts geht mehr.“
Doch eine Entwicklung, die in der Fachwelt seit Jahren die Runde macht, darf nicht verschwiegen werden: Die so genannte „Agri-PV“. Hier werden Solarmodule rund um oder über landwirtschaftlicher Nutzfläche montiert. Das Argument, PVA würden „wertvolles Ackerland entziehen“, greift hier nicht mehr. Jedoch ist die Genehmigungspraxis solcher Doppel-Nutzungen bislang nicht ohne: Eigentlich ist für jede Agri-PVA genauso ein Bebauungsplan nötig wie für eine „normale“ PVA. Dann wiederum gilt die Fläche nicht mehr als landwirtschaftlich genutzt: Das aber hätte wohl auch Konsequenzen für eventuelle Ausgleichszahlungen an die Agronom*innen. Im aktuellen EEG 2021, erst vor wenigen Wochen nochmals ergänzt, sind zwar Ausschreibungen für solche „innovative PV“ ausdrücklich vorgesehen. Doch zum Baurecht hält sich das Erneuerbare-Energien-Gesetz bedeckt. Und auch die politisch hochgelobte Agri-PV-Webseite des Fraunhofer-Solarinstituts ISE sagt dazu kein Sterbenswörtchen.
Doch eines sei potenziellen Kritiker*innen aller Freiflächen-PVA empfohlen: Schauen Sie sich doch zuerst einfach mal ein bestehendes Freiflächen-Solarkraftwerk in Ihrer Nähe an. Vielleicht können Sie dann ja auch so schöne Bilder aufnehmen wie unser Autor…
