PV-Produktion in Deutschland?
Die Produzenten von Windkraftanlagen sind derzeit im Sinkflug. Im PV-Bereich ist die Industrie nach 2012 zusammengebrochen, doch es gibt sie noch, die PV-Produktion in Deutschland.
Derzeit geht es für die Windkraft-Branche steil bergab. Die deutschen Hersteller von Windkraftanlagen haben einen massiven Personalabbau angekündigt, vorerst letzter Anbieter in dieser Reihe war Enercon, der angekündigt hat, 3.000 Mitarbeiter vor die Tür setzen zu müssen. Das ist eine Katastrophe, nicht nur für die Hersteller, auch für viele Zulieferer, die darauf ebenfalls mit Abbau von Personal reagieren müssen. Die Photovoltaik-Industrie wurde nach dem Markteinbruch schon ab 2013 aus dem Land getrieben, ähnliches droht nun der Windkraft. Doch: Gibt es eigentlich noch eine deutsche Solarindustrie? Welche Produkte aus diesem Technologiesegment werden derzeit noch in Deutschland hergestellt?
In den 2010er Jahren gab es sie noch, die klangvollen Namen: Conergy, Q-Cells oder Solar World. Als große Industriekonzerne mit Milliardenbewertungen waren sie als Hersteller von Solarzellen und Solarmodulen weltweit erfolgreich. Doch der rasante Preisverfall und die politisch gewollte Zerschlagung des deutschen PV-Marktes ab 2012 führten zu Implosionen all dieser großen Anbieter.
Heute ist immerhin noch rund ein Dutzend kleine Modulhersteller in Deutschland aktiv: Dazu gehört Solarwatt, Heckert Solar, AXITEC und aleo solar. Diese Anbieter fertigen solide, betonen ihr Alleinstellungsmerkmal „Made in Germany“ und haben ihren Markt gefunden. Gerade wenn es um Kundennähe und die Werthaltigkeit von Garantien geht, bieten diese Hersteller gute Argumente für ihre Produkte. Dazu kommen regelmäßig gute Bewertungen bei Qualitätstests. Öffentlich ist es recht ruhig um die Modulhersteller geworden. Trotzdem darf die Größe nicht unterschätzt werden, hier sei beispielhaft der Anbieter Solarwatt genannt: Der Dresdner Hersteller beschäftigt nach eigenen Angaben rund 350 Mitarbeiter, hat Standorte in Frankreich, Australien, Niederlande, Spanien und Italien, wo die PV-Module und Stromspeicher vertrieben werden.
Bei den Wechselrichterherstellern sind die deutschen Anbieter nach wie vor auch weltweit relevant. An der Spitze in diesem Bereich steht die SMA Technology mit seinem Sitz in Niesetal bei Kassel. Als reiner Hersteller von Wechselrichtern gestartet, hat SMA neben der konsequenten Verbesserung der Geräte mit viel innovativen Lösungen auch den Sprung zum Systemanbieter geschafft. So finden sich neben Energiemanagementsysteme und Regelungen für Insel-Hybrid-Systeme (z.B. PV und Dieselgenerator für Versorgungslösungen in Entwicklungsländern) auch universelle Batteriewechselrichter und Dienstleistungsangebote zur Betriebsführung und Wartungsleistungen im Portfolio des Anbieters. In über 190 Ländern sind SMA-Wechselrichter mit einer Gesamtleistung von über 80 GW verbaut, in Deutschland wird derzeit nach einer Studie von EuPD knapp jede zweite PV-Anlage mit Wechselrichtern aus Kassel errichtet. Der Hersteller ist der Platzhirsch im Bereich der Wechselrichter geblieben und seit Jahren auch durch die Börsennotierung im SDax in der öffentlichen Wahrnehmung präsent.
Auch der Branchenzweite, KACO New energy mit Sitz in Neckarsulm ist weiter erfolgreich unterwegs, inzwischen als Tochtergesellschaft von Siemens. Auch KACO (mit mehr als 300 Mitarbeiter) kann bestehen, weil sei Jahren viele Innovationen vorangetrieben werden. So wurden vor einigen Wochen neue Wechselrichtermodelle vorgestellt, die erstmals mit so genannten SiC-Halbleitern arbeiten. Diese Silizium-Carbid-Halbleiter haben einen höheren Wirkungsgrad, benötigen daher weniger Kühlkörper. Kleinere Kühlkörper führen dann zu kleineren Gehäusen und damit zu kompakten und schlussendlich günstigeren Geräten. Daran wird deutlich: Auch bei den Wechselrichtern ist das Ende der Entwicklung und Produktverbesserung noch nicht erreicht. Und die Entwicklung und Teile der Industrie dazu sind noch immer in Deutschland beheimatet.
Elektronik und Unterbau
Viele der notwendigen weiteren Elektrokomponenten werden ebenfalls in Deutschland produziert. Von Dehn und Pröbster (Blitzschutz, Überspannungsschutz), Siemens (Steuerung), Ziehl (Netzüberwachung) bis hin zu Trafos werden zahlreiche notwendige Komponenten im Land produziert. Auch die Entwicklung von Smart-Home-Lösungen und Steuerungslösung für PV, Speicher und den Anschluss des Elektroautos erfolgt von vielen Anbietern direkt im Land. Das gleiche gilt für die Unterkonstruktionshersteller wie Schletter oder K2 Systems. K2 Systems mit Sitz in Renningen ist ebenfalls weltweit unterwegs, macht nach eigenen Angaben je rund ein Drittel des Umsatzes in Deutschland, Europa und dem Rest der Welt. 180 Mitarbeiter in acht Filialen sorgen für den Umsatz, die Produktion der Komponenten erfolgt zu 2/3 in Deutschland.
Auch Speicher stammen aus Deutschland
Bei über 50 Prozent der neuen privaten Solarstromanlagen wird inzwischen auch ein Stromspeicher mit angeschafft, hauptsächlich um den Eigenverbrauch der PV-Anlage deutlich zu erhöhen. Deshalb zählen wir diese Technik auch zum Photovoltaik-Bereich dazu. Auch hier sind noch größere Produktionen in Deutschland aktiv, es geht hier aber ausschließlich um den Gesamtspeicher als Produkt, nicht um die Batteriezellen, die noch immer meist aus dem asiatischen Bereich (China, Korea..) kommen.
Die Fertigung von Batteriezellen ist eine sehr finanzintensive und daher auch riskante Investition, vor allem wenn das heute erst begonnen werden und ein neuer Hersteller damit in die Konkurrenz zu Anbietern wie LG oder Panasonic treten würde, die bereits seit Jahren im GWh-Maßstab schon erhebliche Produktionserfahrung haben.
Man darf es nicht falsch einschätzen: eine große vollautomatische Produktion von Solarmodulen ist kein Vergleich zur Produktion von Stromspeichern, von denen auch bei den größeren Herstellern nur wenige Einheiten pro Tag produziert werden müssen. So erstaunt es nicht, dass auch die Produktion beim Speicher-Marktführer Sonnen noch zu erstaunlich hohen Anteilen manuell ausgeführt wird. Doch Sonnen hat es auch geschafft, innerhalb weniger Jahre vom Startup zum großen Anbieter zu wachsen, in diesem Jahr ist sonnen nun zur weiteren Expansion unter das Dach der Shell geschlüpft. Sonnen produziert im Allgäu und hat 2018 eine zweite Produktion in Australien gestartet, weil der dortige Markt extrem spannend für Speicherhersteller ist. Weitere größere Speicherhersteller neben Sonnen und Solarwatt sind z.B. E3DC, die in Oldenburg beheimatet sind oder die EnBW-Tochter Senec, die ebenfalls in Deutschland produzieren lässt. Auch die bekannte Varta produziert die Speicher in Deutschland (an der Grenze zwichen Baden-Württemberg und Bayern), kauft dabei aber die meisten Batteriezellen (wie die anderen Anbieter) aus dem asiatischen Bereich ein.
Und die Produktionen ziehen auch bereits Zulieferer an: Die Advanced Metallurgical Group (AMG) will eine Lithiumhydroxid-Raffinerieanlage in Sachsen-Anhalt bauen – das wurde in der vergangenen Woche bekannt. Dafür wurde mit der Planung zum Bau begonnen und bereits einen Antrag auf öffentliche Fördermittel für die Erstellung der Anlage gestellt. Die Raffinerie-Anlage soll als Lithium-Erz dann batteriereines Lithiumhydroxyd machen, das für die Batterieproduktion für Elektroautos eingesetzt werden kann.
Weitere Planungen
Seit rund zwei Jahren wird die Forderung lauter, dass auch in Deutschland wieder eine größere Solarmodulproduktion errichtet werden sollte, um gerade auch die Forschungserkenntnisse inländisch nutzen zu können. Das Fraunhofer ISE hat dazu in einer Studie für den Verband Deutscher Maschinen- und Anlagenbau (VDMA) festgestellt, dass eine mögliche Modulproduktion mit Produktionszahlen über 5 GW pro Jahr konkurrenzfähig wäre. Doch bislang sind hier keine konkreten Planungen für neue Fabriken bekannt geworden. Dagegen hat gerade der österreichische Anbieter Energetica, bekannt auch für Steckersolar-Geräte, in diesem Quartal begonnen, in einer neuen Giga-Fabrikation in Österreich Hochleistungs-Solarmodule zu produzieren. Am Standort Lieberfeld sind rund 100 Mitarbeiter beschäftigt.
Auch im Bereich der Batterien wird diskutiert, zumindest eine staatlich geförderte Forschungsfabrik zu errichten. Damit soll es möglich werden, aktuelle Forschungsergebnisse in die Produktion zu überführen und zu testen, ob technologische Fortschritte auch in Großserie ihre Vorteile ausspielen können. Der Zuschlag für diese Fabrikation wurde vom Bundesforschungsministerium im Sommer nach Münster vergeben, doch beim Zentrum für Sonnenenergie- und Wasserstoff-Forschung in Ulm (ZSW) wird hierzu weitergearbeitet.
Die großen Autozulieferer haben einen Einstieg in die Produktion geprüft, aber sowohl Bosch als auch Continental und andere haben abgewunken. Allein der hessische Anbieter Akasol mit Sitz in Darmstadt produziert Akkupacks mit seinen gut 200 Mitarbeitern diese für Busse, LKW und andere Nutz- und Sonderfahrzeuge. Die Autohersteller werden sichtbar nun selbst aktiv: So ist BMW – bedingt durch die Eigentumsstruktur mit den Gesellschaftern der Familie Quandt - schon lange mit Solarwatt im Geschäft, Volkswagen hat im Sommer eine Kooperation und Beteiligung an Northvolt bekannt gegeben, Northvolt selbst will eine Großfabrikation für Batteriezellen in Schweden errichten.
In Deutschland werden auch bald Batteriezellen in großem Maßstab produziert, allerdings von einem chinesischen Anbieter. CATL hat Anfang Oktober die Baugenehmigung für eine Großfabrik in Ostdeutschland erhalten. Dazu kam in der vergangenen Woche die Meldung von Elon Musk, bei Berlin eine Tesla-Gigafactory für die Produktion von Batterien und Elektroautos zu errichten.
Ein wichtiger Aspekt noch zum Schluss: Die deutschen Hersteller von Modulen, Wechselrichtern, Speichern und Elektronik haben einen gewichtigen Vorteil: Deutschland ist noch immer an der Spitze im Bereich der PV- und Speicherforschung. Das Fraunhofer ISE in Freiburg/Breisgau (auch DGS-Mitglied) mit inzwischen 1.200 Mitarbeitern oder auch ZSW mit Sitz in Stuttgart und Ulm sind in Themen wie Solarzellen, Verbesserung der Produktionstechnik, Steuerungselektronik, Brennstoffzellen, Speichertechnik und vielen weiteren Bereichen aktiv – und dabei Weltspitze. Von den kurzen Wegen zwischen Forschung und Produktion können industrielle Produzenten nur profitieren.
