O.Ö. Energiesparverband (ESV) is the regional energy agency of Oberösterreich/Upper Austria, an industrial region in the Northern part of Austria. Thanks to a comprehensive regional energy plan, energy efficiency (EE) and renewable energy sources (RES) - which presently provide over 30 % of the total energy supply - have a high priority. ESV supports the regional government in the development of its energy strategies and is responsible for the implementation of most of its programmes. The energy agency is active on local, regional, national, EU and international levels with numerous projects and programmes.
The main activities of the agency include comprehensive information and awareness raising activities on sustainable energy production and use, for example the provision of energy advice to private households, public bodies and companies (more than 15,000 advice sessions/year), media campaigns, training courses or publications for different target groups. This also includes the organisation of meetings and events, e.g. the WORLD SUSTAINABLE ENERGY DAYS, one of largest annual European conferences on sustainable energy (over 900 participants in 2005).
ESV implements support several programmes on behalf of the regional government, most importantly the sustainable buildings programme - ESV issues over 4,000 energy performance certificates for new and retrofitted buildings every year (programme budget: 20 M€/year). These programme management activities also include the regional energy R&D programme (2 M€/year) and the operation of the regional TPF fund for energy investments.
The agency frequently supports the government with expert opinions on new programmes and projects. ESV provides a number of services for municipalities, including support in tender procedures for new buildings/installations and local energy strategies.
ESV has co-ordinated and implemented numerous projects supported by EU programmes (e.g. the ALTENER, SAVE, FP5, SYNERGY, INNOVATION, PHARE programmes) and is member of several European energy networks (OPET, FEDARENE, EUFORES).
Selected specific project experience relating to the proposal:
• management on behalf of the Regional Government of a sustainable buildings programme which includes the calculation of an overall energy performance indicator and issuing of energy performance certificates for new and retrofitted buildings. Annually over 4,000 energy performance indicators and energy performance certificates for new and retrofitted buildings are issued (programme budget: 20 M€/year).
• an important part of the buildings programme is also the mandatory energy advice session which is carried out by O.Ö. Energiesparverband. Annually 15,000 individual energy advice sessions are carried out targeting at private households, companies and public institutions.
• advice programme for planners and operators of RES plants (e.g. in 2003/04, more than 340 small hydro plant owners as well as numerous PV, biogas and wind project developers were supported resulting in around 150 renewable energy investment projects)
• number of training programmes are carried out, e.g. the training of energy advicers and a training course for planning and installing large scale solar thermal installations.
